Dear Mayor and City Council,
On behalf of Bike SLO County,we are writing to support the recommended action to approve
the Halcyon Complete Streets Plan with Alternative 2 identified for the Halcyon/Fair Oaks
intersection,and Adoption of the Mitigated Negative Declaration,Agenda Item 11.a.
Bike SLO County encourages infrastructure improvements that increase safety for all people
who bike or walk,especially for youth riding or walking to school.We are committed to serving
our community by promoting improved safety through education and expanded infrastructure.
We feel the improvements planned by the City of Arroyo Grande for the Halcyon Road
Complete Streets Plan will make a safer roadway for all users,including people walking and
people on bicycles.The Halcyon Road corridor is a key roadway that will be significantly
improved by the adoption of the Complete Streets Plan,especially for vulnerable users.
The plan to improve the entire corridor from El Camino Real to The Pike is essential to address
many unsafe conditions that currently exist.While the addition of buffered bike lanes in Context
Zone 1 of the plan provides some improvement,we recommend the design and engineering for
Context Zone 2 and Context Zone 3,incorporate Class IV protected bike lanes where feasible.
Class IV protected bike lanes are a proven way to increase bicycle ridership and improve the
safety for vulnerable users.
The City of Arroyo Grande is the fortunate recipient of an $8.1 million grant (88%of the total
project cost)from the California Active Transportation Program (ATP)for the Halcyon Complete
Streets Plan.We want to highlight to you that the ATP grant program exists to encourage
increased use of active modes of transportation by achieving the following goals:
●Increase the proportion of trips accomplished by biking and walking
●Increase safety and mobility for non-motorized users
●Advance the active transportation efforts to achieve Greenhouse Gas (GHG)
reduction goals
●Enhance public health
●Ensure that disadvantaged communities fully share in the benefits of the program
●Provide a broad spectrum of projects to benefit many types of active transportation
users
Without the ATP Grant,the Halcyon Complete Streets Plan would not be possible or suffer great
delay,and the importance of making the active modes of transportation the priority of the project
cannot be understated.
We also encourage you to approve the staff recommendation of Alternative 2-Compact
Roundabout,which,considerately designed for vulnerable roadway users,will enhance traffic
flow in the corridor.

The Halcyon Complete Streets Plan will improve roadway users’safety in the City of Arroyo
Grande.We urge you to approve Item 11.a,which will significantly and positively impact the
community for many years to come.
