PC R 79-658 EIR2�8 RESOLUTION N0. 79-658 EIR RESOLUTION OF THE PLANNING COMMISSION OF THE CI'I'Y OF ARROYO GRANDE ACCEPTING NEGATIVE ENVIRONMENTAL IMPACT DECLARATION. WHEREAS, the Planning Commission of the City of Arroyo Grande did con- sider the Negative Declaration of Environmental Impact requested by the Estate of Fred Marsalek on Rezoning Case No. 79-125, and Tentative Tract Map No. 692 in the City of Arroyo Grande, California; and WHEREAS, at the regular meeting of the Arroyo Grande Planning Commission held on March 6, 1979, said request was considered and public input permitted. NOW, THEREFORE, BE IT RESOLVED by the Planning Commission of the City of Arroyo Grande that the Negative Declaration of Environmental Impact is hereby approved and accepted, subject to supplemental data being presented to the City on the following concerns: 1. Prime Agricultural Land. There should be a general analysis and discussion of mitigations of the impacts related to both the loss of prime agricultural land and the effects the proposed develop- ment would have on adjacent prime agricultural lands. 2. Drainage. There should be a complete analysis of the watershed and the existing drainage facilities within it. This analysis should include input from both the Army Corps of Engineers and the State Department of Fish and Game. Al1 alternative mitigations should be thoroughly discussed and evaluated considering both effects to the site, as well as downstream impacts and solutions. Additionally, the report should establish minimum pad elevations to insure no flooding of potential dwellings.
