PC Minutes 2023-07-18ACTION MINUTES MEETING OF THE PLANNING COMMISSION July 18, 2023, 6:00 p.m. Hybrid City Council Chamber/Virtual Zoom Meeting 215 East Branch Street, Arroyo Grande Commission Members Present: Chair Jamie Maraviglia, Catherine Sackrison, Kevin Buchanan, Vice Chair Bruce Berlin, Virginia Roof Staff Present: Planning Manager Andrew Perez, Associate Planner Patrick Holub, Community Development Director Brian Pedrotti, Given the recent increase in COVID-19 cases in San Luis Obispo County, and in compliance with Assembly Bill (AB) 361, which allows for a deviation of teleconference rules required by the Ralph M. Brown Act, this meeting was held by teleconference. 1. CALL TO ORDER `v* Chair Maraviglia called the Planning Commission meeting to order at 6:00pm. 2. ROLL CALL Commissioner Roof absent. 3. FLAG SALUTE Vice Chair Berlin 4. AGENDA REVIEW None. 5. COMMUNITY COMMENTS AND SUGGESTIONS Greg Cottrel spoke in support of a future tax initiative to support road repairs. 6. WRITTEN COMMUNICATIONS None. 7. CONSENT AGENDA Commissioner Roof joined the meeting. 7.a Approval of Minutes Moved by Vice Chair Bruce Berlin Seconded by Kevin Buchanan 1 Approve the Minutes of the June 20, 2023 Planning Commission meeting. Passed 8. PUBLIC HEARINGS 8.a Consideration of Conditional Use Permit 22-008 and Vesting Tentative Parcel Map 23-001; Three (3) New Residential Condominiums and Expansion of a Legally Nonconforming Use; Location — 951 E Grand Ave; Representative — Michael Dammeyer. StudioDAM Planning Manager Perez presented the staff report. Greg Cottrel, applicant, spoke in support of the project and responded to questions regarding density bonuses. Michael Dammeyer, architect, responded to Commissioner questions regarding: lighting; building height; electric transmission lines; building colors; parking locations; and fire protection. Planning Manager Perez responded to a Commissioner question regarding building code requirements. Chair Maraviglia opened the public hearing. Hearing none, Chair Maraviglia closed the public hearing. Moved by Catherine Sackrison Seconded by Vice Chair Bruce Berlin It is recommended that the Planning Commission adopt a Resolution approving Conditional Use Permit 22-008 and Tentative Tract Map 23-001 for the project located at 951 E. Grand Avenue (Attachment 1). Passed 9. NON-PUBLIC HEARING ITEMS None 10. NOTICE OF ADMINISTRATIVE ITEMS SINCE JUNE 20. 2023 Received. Commissioner Roof spoke in support of item 3 and asked a question regarding items 1 and 2. 11. COMMISSION COMMUNICATIONS None. 12. STAFF COMMUNICATIONS Community Development Director Pedrotti provided the following updates: 1) The City Council introduced an ordinance regarding emergency shelters on June 27th. The ordinance is scheduled for final adoption by the City Council on July 25th. 2 2) The City Council will consider the Halcyon Complete Streets plan on July 25th. Associate Planner Holub informed the Commission that a public meeting regarding the Corbett Creek Floodplain and Stream Restoration project will be held at the Council Chambers on July 19th from 5:30- 7pm. 13.
