Given the recent increase in COVID-19 cases in San Luis Obispo County, and in compliance with
Assembly Bill (AB) 361, which allows for a deviation of teleconference rules required by the Ralph M.
Brown Act, this meeting was held by teleconference.

Chair Maraviglia called the Planning Commission meeting to order at 6:02pm.

Vice Chair Berlin moved and Commissioner Sackrison seconded a motion to approve the
minutes of September 5, 2023. The motion passed 5-0.
8. PUBLIC HEARINGS
8.a Consideration of Conditional Use Permit 23-004, Lot Line Adjustment 23-002, And
Planned Sign Program 23-001; Establishment Of A 22 -Room Hotel And Car Wash;
Location — 727 EI Camino Real; Applicant — Hamish Marshall And Nick Amarian;
Representative — Georg

Planning Manager Perez introduced the item and recommended that the Planning Commission
continue the hearing to a date uncertain.
Chair Maraviglia opened the public hearing.
Patty Welsh, spoke in favor of the hotel use but spoke about water use concerns related to the
car wash use.
Hearing no further public comment, Chair Maraviglia closed the public hearing.

Receive public comment and close the public hearing

8.b Consideration Of Development Code Amendment 23-005; Amendments To The Arroyo
Grande Municipal Code Regarding Restrictions On Irrigated Turf Installation and Use

Planning Manager Perez and asked the Planning Commission to continue the public hearing to
a date uncertain.
Chair Maraviglia opened the public hearing. Hearing none. the public hearing was closed.

Receive public comment and continue the consideration of the item to a date uncertain

12. STAFF COMMUNICATIONS
Community Development Director Pedrotti spoke about the City's engagement plan for engaging the
Planning Commission during times when meetings are dark or cancelled and mentioned that bi-weekly
updates will be provided to Commissioners on weeks the Planning Commission does not meet.
Director Pedrotti provided updates on the following items: an update on the general plan and the
schedule for the update; the City's review of proposals to perform the City's building services; Traffic
Way Bridge project and schedule; Halcyon Complete Streets; Village construction projects; formula
businesses; and the City's Active Transportation Plan.
