WHEREAS, the Planning Comaniseion of the City of Arroyo Grande hae
prepared a general plan report, together with general plan maps, entitled
the "Land Use" plan required by Government Code Section 65302 (d), and did
all things legally and technically required by law to develop reporta and
maps adequate in ecope and authority to serve the purpose of a general
plan; and
WHEREAS, pursuant to Government Code Section 65501 et aeq. the City
Planning Cosmniseion gave required notice and did hold a public hearing on
June 1, 1976, £or the purpoae of considering the adoption of the Land Uae
Element of the General P1an report and mape, and at which public hearing
the Land Uee plane, maps and reporta were displayed, explained, and reported
upon; and
WHEREAS, eaid Land Uae Element of the General Plan report and maps
thereof are necessary for sound future coannunity development, the preeerva-
tion of community values, and the promotion.of the general health, safety,
convenience an8 welfare of the cieizens of the City of Arroyo Grande; and
WHEREAS, the Planriing Commiseion of the City of Arroyo Gran�e has a
reaponsibility to plan for the desirable future growth and development of
the City of Arroyo Grande.
NOW, TFIEREFORE, THE PT.�d►NNZNG COMMISSION OF THE CITY OF ARROYO GRANDE
DOES HEREBY RESOLVE A3 FOLLOW3:
Seation 1.. The Planning Connniseion of the City of Arroyo Grande does
hereby Pind and determine that the public intereet, convenience and neceseity
require that the Land Uae Element of the General Plan, as amended by Item 8
of the Addendum dated June 16, 1976, together with tl�e mape, be adopted.
Section 2„ The Planning Commiseion of the City of Arroyo Grande doea
hereby adopt the Land Use Element of the General Plan, ae amended by Itesn 8
of the Addendum, dated June 16, 1976, whYch ie attachad and hereby made a
part of this Reeolution, together with the mape and descriptive material.
Section 3< The Planning Gommiseian Chairman ie authorized and directed
to certify thie appraval. upon Che Lend Use Element of the General Plan as
amended and forward to the City Council for coneideration,

SUBJECT• Recoimnended Addendum to the Land Use Element of the
� General Plan
DATE: June 16, 1976
This memo covers the recotmnended changes to the current Land Use
Element of the General Plan for your consideration and action.
Item 1 - A rewrite.of the "P-b" designation to be inserted into
the P1an (Page 13 of the General Plan). See copy attached.
Item 2 - A rewri�e of a ge�nent of the School Section to be
inserted.in the Plan. See copy attached. '
Item 3 - Recommend changing the light industrial area (Saruwatari.
Property) westerly of Highway 101, southerly of the co�nercial die-
triet on Grand Avenue, and northerly of the Arroyo Grande Creek,_
to agricultural. .
Item 4 - Reco�nended that the light residential designation on the
"Greenwood".property at the extreirie southeasterly corner.of Arroyo
Grande, generally northerly of Branch Mill Road and southerly of ,
�he Arroyo Grande Creek, be indicated ae agricultural.
Item 5 .- Schools, Page 20 - Strike last sentence of first paragraph
and add the following paragraph: �
Any new schools which are constructed within the Lucia Mar School
District and wiChin the City of Arroyo Grande must meet State minimum
standards. These standards dictate minimum acreage for any aite in
relationship to the minimum number of students to be acco�odated, and
additional acreage required in ratio to students over minimum. In
any case, when the District proposes to build a new school facility�
be it elementary, secondary, or hig� school, the School Diatrict would
have to abide by these minimum aite requirements for any conetruction.
Item 6- Agricultural Preservea, Page 26 - Add the following:
Since the preparation and adoption of the 1975 Element, the neceseary
ordinancea and amen�nents have been adopted to allow the City to proceed
with the implementation of the W111iamson Act, and as of March 1, 1976,
three preserve zoning applications have been received and proceased, and
are now pending submittal of the contracts for completion of the establish-
ment of the agricultural preaerve districts.

There are emall areas of apot zoning which are non-conforming due
to probleme ariaing prior to the adoption of the General Plan in 1967,
and these areas eti11 remain on the Zoning Map, but are not reflected
in the Land Use Plan because of their small and unimportant effect on
the abutting properties.
It_ em 8- The Commisaion recotmnends changing existing medium residential
� density to office-professional uae on a small area at the northwest cor-
ner of the intersection of South Halcyon and Fair Oaks Avenue.
Item 9- The Coimnission also'approves that that area generally aouth
of Huasna Road and west of the mobile home park be changed from
medium residential density to light residential denaity (Waller property).
; Item�10 - The Planning Comnission reconunenda that the Map and Plan
be amended with reference to agricultural land density by changing
the .2 dwelling unita per acre to .7 dwelling units per acre to bring
the Plan into conformance with exiating agricultural zoning proviaions.
