R 1037 Kl!:tiOLU'fIO.N W, lUj/ ^--, A RESOLUTION OF THE CITY COUNCIL OF In" can OF ARROYO GRANDE URGING THE ENACTMENT OF SENATE BILL NO. 502, "THE FEDERAL-AID HIGHWAY ACT OF 1973", PERTAINING TO URBAN PUBJ"IC TRANSPORTATION, WHEREAS, it is universally recognized that air pollution caused byauto- motive exhaust has long since passed the critical stage as a clear and present danger to the public health of millions of citizens throughout the United States and that the problem is extremely acute in the State of California; and WHEREAS, it is also a known fact that thousands of lives are lost each year because of automobile accidents on our freeways and highways, especially in California; and WHEREAS, it appears logical that one way to curb the air pollution caused from automobiles, decrease the taking of lives of our residents in this State, and cease the general congest~on on the freeways, is to have a mass rapid trans- portation system that would ensure that people could commute back and forth in comfort and safety without using their automobiles; and WHEREAS, a mass rapid transportation system is gradually becoming. a ~: in our nation in order to relieve congestion and save lives on highways and freeways, and cause a substantial decrease in air pollution cause by automotive exhaus t; NOW, THEREFORE, the City Council of the City of Arroyo Grande resolves as follows: SECTION 1: That the members of the City Council of the City of Arroyo Grande urge the enactment of Senate Bill No. 502, entitled "The Federal-Aid Highway Act of 1973", and that the State be urged to use urban highway funds for rail or bus mass transportation, as well as for highway construction. SECTION 2: That the City Clerk be, and is hereby authorized and directed to forward a certified copy of this resolution to Senators John V, Tunney and Alan Cranston, and Congressmen Burt L, Talcott and William M, Ketchum, so as to convey the feeling of the City Council of the City of Arroyo Grande, acting on behalf of the citizens of the City of Arroyo Grande, California, in the vital, urgent need fora mass rapid transportation system for the State of California. On motion of Councilman Talley, seconded by Councilman Millis and on the following roll call vote, to wit: AYES: Counci1Jnen Millis, Talley, Wood and Mayor Schlegel NOES: None ABSENT: Councilmen de Leon the foregoing resolution was passed and adopted this 24th day of April. 1973, .
