PC R 72-244 U•� • � RESOLUTION NO 72 U A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE AMENDING PLANNING COMMISSION RESOLUTION N0. 71-187 U GRANTING A USE PERMiT, CASE N0 70 The Planning Commission finds that the Use Permit applied for by Yosemite Contractors at Valley Road meets the requirements of the Arroyo Grande Municipal Code to allow for a Mobilehome Park on the following described p,roperty; "All that portion of Lot 101 of the Subdivisions of the Ranchos Corral de Piedra, Pismo and Bolsa de Chemisal� in the Count�y of San Luis Obispo, State of California, according to map filed for record in the off.ice of the County Recorder of said County, described as follows: Beginning at a point on the Easterly line of County Road No. 28, (Valley Road), distant thereon South 1 00' West, 6g7.54 feet from the North line of said Lot, said point being the Southwesterly corner of the property conveyed to John W. Dougherty� by deed dated February 24� 1893 and recorded February 28, 1893 in Book 19, at Page 105 of Deeds; thence continuing South 1 00' West, along said Easterly line, 358.74 feet to the most Northwesterly corner of the property conveyed to B; W. Approximately 18 fire hydrants within mobilehome park area. Type to be designated. One Greenberg 76 or equivalent at Valley Road and entrance to the development. 2. Street identification identifiable to park name. 3. Lot numbering sequence to be approved by City. 4. Additional fire protection may,,be required adjacent to and within recreation build- ing and other accessory buildings� per Fire Department requirements. , . , . � ,• , , 5. For water service, domestic and fire flow, see Public Works requirements.- Public Works Requirements 6. General. The City reserves the right to review for compliance to City standards all sewer, drainage, streets and grading plans and to receive two (2) sets of final approved construction drawings and one set of "as built" plans. The City will require easements over all streets for access for City Services includ- ing but not limited to fire, police and inspection. All elevations shall be tied into City data. 7. Water. Water for domestic and fire purposes shall be as recommended by the Board of Fire Underwriters and to the requirements of the City of Arroyo Grande, as to quantities required, methods of service and installation, the City reserves the right to approve the plans and inspection. 8. Sewer, Installations shall conform to the requirements of the City of Arroyo Grande. The City reserves the right to approve the final plans and to inspect the installation, Connections shall be to the South San Luis Obispo County Sanitation District main in Valley Road, and developer to pay connection and service fees. 9. Grading. All grading shall be done in conformance with the grading ordinance of the City of Arroyo Grande. 285 -2- 10. Drainage. Drainage shal,l comply to the requirements of the City of Arroyo Grande; all waters,attributable shall be carried to a safe point of discharge in a manner satisfactory to the C:ity of Arroyo Grande. The City also reserves the right to approve the final drainage plans, and review drainage calculations. 11. Streets. In order to provide fi�re�:.s'ervice, the street grades will be limited to a maximum 15%. Valley Road improvements shall consist of concrete curb, gutter and 8' sidewalk; 15' dedication for street widening purposes; one street light 400 watt mercury vapor ornamental standard required at the intersection of the main park drive and Valley Road, and one 175 watt mercury vapor street light required on Va�lley Road at the north and at the south end of the develap- ment. All street improvements with regard to curb and gutter installed must be approved by the City of Arroyo Grande Director of Public Works; and further - 5' sidewalks will be required on one side of the primary perimeter street within the park commencing at the Commercial Zone area to the recreation build- ing facility and continuing arourid the circumference of the primary drive area. Final plans to include detailed lands and all other facilities including trash receptacle areas and all recreation open space areas. 15. A minimum of 150 five gallon trees to be planted on interior space lines to the Planning Director's requirements. 16. Four foot decorative block wall separation between commercial zone area and the park development,, with a six foot decorative block wall on the southerly portion of the property frontage immediately behind the Davis property, and the trailer and boat storage area to be enclosed with a six foot fence and trees planted to the satisfaction of the Planning Director. 17. Entire perimeter of park enclosed with a 6 foot '!cyclone" type of fence. 18, Decorative light standard to be located at every other space. 19• Interior streets to be impr,oved per Public Works Department and street require- �ments for not less than 30' in width. " 2�. The entrance to the park from Valley Road intersection to be 70' in width, including a six foot median, with two travel lanes each direction and no parking to be permitted. Plan to be approved by Public Works Department. � � • . 21. Additional guest parking spaces shall be provided throughout the park on a ratio of not less than one parking space for each seven mobilehome uni�t spaces, not including spaces required and provided for recreation facilities or increase width of streets to 32' providing parking on one side of the street. 22. Al1 utility services within the development to be placed underground, 23. All mobilehomes shall be skirted with commercial skirting material. 24. Completed development subject to City inspection for compliance of Use Permit requirements prior to occupancy of any space. 25. Completed and detailed plans including copy of proposed lease agreement for tenant occupancy of t:he park to be submitted for review and approval by Planning Commission.prior -to submission of plans to the State of California for building permits. : i '1 -3- FOR THE FOLLOWING REASONS: 1. Permissive use subject to Use Permit Procedure. 2o Property rezoned for the proposed use. 3. Will not adversely affect abutting properties.
