A RESOLUTION OF THE CETY OF ARROYO GRANDE PLANNVNG
COMMISSBON OPPOS�hG EXP,4NSGON OF STA�'E BEACHES AND
PARKS LAN�S ON SOI�TH SAN LUBS OBVSPO C04�N�Y
WHEREAS, recent artocles in local nev��papers quote a state officaal �nd others
as po'oposing that large acreages of privately owned land's in soiat�a �an L�ais Obaspo
�o�anty �-a beach, sand dune and uplands �-e be acquired by �t�e �tate Depa�°tment of
Beaches and Parks, and
WHEREAS, all of these lands, being privately owned, pay their fair share of
the county, unified school district and local taxes requi�ed to proe�ide the services
reeded by the people of this area, and WHEREAS the State°s purchase of �6�ese lands
would remove a substantial amount of assessed valuatoon from the tax rolls, thereby
forcong td�e already overburdened taxpayers to shoulder an additional tax load, and
WHEREAS, the State Department of Beaches and Parks already owns a consoderable
acreage on south San Luis Obispo County which the Department-ha�, over a period of
many years° ownershep, failed to improve, or even allow open for access and use by
the p�blic, the plea always having been that the State does not have sufficient
maney, and
WHEREAS, more than 1,000 acres owned by private corporatsons, now is, and
for some years has been, open for public t�se of the areas not occupied by the
corpor'ations, such use being without charge to the public, thus demonstrating that
private ownership and publoc use.are compatible and satisfactory, and
WHEREAS, some of the privately held lands are in the only south San Luis
Obispo County zone jNhich is zoned for exclusive industrial use, and has been so
zoned for sever�l years, and
41HEREA.S, it is feared that if the State takes over the proposed property
in saed industrial zone, other industries, seeking plant s•etes, woul'd be
frightened away from this area, where more jobs are needed for the people, by
the fact that the State would do as it has done in other locations in this �
county namely, buy acreage and then seek more and more additional acreage
�djacent to,the first large purchase,
NOW, THEREFORE, BE IT R�SOLVED that the Planning Commission of the City
of Arroyo Grande goes on record as being opposed to any further expansion of
the already extensive State-Beach and Park properties in the south San Luis
Obispo Gounty area until such time as the properties already owred shall have .
�been properly improved and developed and opened fully to public use and enjoyment.

On motion of Commissioner Strother, seconded by Commissioner Bowles, and by the
following roll call vote, to wit;
AYES: Commissioners Bowles, Nunes, St. Denis, Schultz, Strother and
Chairman Moss

ABSENT: Commissioner Porter
