Given the recent increase in COVID-19 cases in San Luis Obispo County, and in compliance with
Assembly Bill (AB) 361, which allows for a deviation of teleconference rules required by the Ralph M.
Brown Act, this meeting was held by teleconference.
1. CALL TO ORDER
Chair Maraviglia called the Planning Commission meeting to order at 6:00pm.
2. ROLL CALL
Chair Maraviglia performed the roll call. All Commissioners were present.
3. FLAG SALUTE
Commissioner Roof led the flag salute.

Chair Maraviglia opened the public comment period. No public comment was received.
6. WRITTEN COMMUNICATIONS
Associate Planner Holub announced the publication of a supplemental memo for Item 8.a.

8. PUBLIC HEARINGS
8.a Consideration of Appeal Case 23-001; Appeal of Plot Plan Review 23-034 for the
Establishment of a Parklet; Location —114 W. Branch Street; Appellant — Brenda Auer,
Auer Real Estate; Applicant — Karl Metzger, Rod's Artisanal Creamery
(HOLUB)
Associate Planner Holub presented the staff report which included information about the details
about the parklet program, approval of the subject permit, and the basis of the appeal. He
answered questions about the location and accessibility of the existing ADA compliant parking
spaces, frequency of inspections, and requirements for buffers between parklets.
Chair Maraviglia opened the public comment period.
Brenda Auer, appellant, spoke in support of the appeal. Encouraged notification of tenants
rather than property owners and consideration of negative impacts on the businesses adjacent
to the subject parklet. Presented a petition with 151 signatures that oppose the parklet program.
Alexandria Davis, spoke in support of parklets because they encourage pedestrian activity.
Judy Cechetti, spoke in opposition of parklets because there are some that have adverse
impacts on the adjacent businesses. Encouraged the city to refresh the lane striping in the
Village.
Krista Bandy, spoke in support of the parklet program.
Denise Andreini, spoke in support of the parklet program because it generates business in the
Village.
Chrissy Wickstrom, spoke is support of the existing parklets, but prefers that no additional
parklets be approved because of impacts to parking.
Amanda Craner, spoke in support of the parklet.
Chair Maraviglia closed public comment.
The Commission was not supportive of the appeal, but appreciated the appellant filing the
appeal because it stimulated valuable discourse regarding parking, use of public space, and
safety of all road users.

Adopt the prepared Resolution denying Appeal Case No. 23-001 and approving Plot Plan
Review 23-034 to establish a two -space parklet in the right of way in front of 114 West Branch
Street

10. NOTICE OF ADMINISTRATIVE ITEMS SINCE NOVEMBER 21, 2023
ITEM NO. 1: Architectural Review 23-011; Demolition of Existing Garage and Construction of
New Detached Garage; Location — 508 Allen Street; Applicant — Eric Pennachio, Pennachio
Design Group Architects
After making the findings specified in Section 16.16.130 of the Municipal Code, the Community
Development Director approved the above referenced project for the demolition of an existing garage
and construction of a new detached garage. The deadline to appeal this project is at 5:00 pm on
December 6, 2023.
ITEM NO. 2: Architectural Review 23-007; Additions to an Existing Single -Family Residence in
the Historic Character Overlay District; Location — 321 Short Street; Applicant — Matt Cebulla
After making the findings specified in Section 16.16.130 of the Municipal Code, the Community
Development Director approved the above referenced project for additions to an existing single-family
residence in the Historic Character Overlay District. The deadline to appeal this project is at 5:00 pm on
December 7, 2023.
ITEM NO. 3: Viewshed Review 23-004; Two-story Addition to an Existing Single -Family
Residence; Location —1012 Maple Street; Applicant — Stephen Carroll
After making the findings specified in Section 16.16.110 of the Municipal Code, the Community
Development Director approved the above referenced project for a second story addition to an existing
single-family residence. The deadline to appeal this project is at 5:00 pm on December 6, 2023.

12. STAFF COMMUNICATIONS

Community Development Director Pedrotti announced the application period for the Community Service
Grant Program is open until December 15, 2023.
He also announced future agenda items that will be considered by the Planning Commission.
