PC R 65-4 P� RESOLUTION N0. 65-4 P RESOLUTION OF THE CITY OF ARROYO GRANDE PLANNING COMMISSION ADOPTING A POLICY CONCERNING THE PRE- PARATION, ADOPTION AND IMPLEMENTATIOIJ OF DEVELOP- MENT PLANS. The following is adopted as a policy of the Planning Commission of the City of Arroyo Grnnde concerning the preparation, adoption and implementation of Development Plans. A. Preparation • l. Upon the request of any property owner who's parcel or parcels are so located as to present development problems to the individual, area or city; or upon request of the City Council or the Planning Commission for a study of problem areas within the City, the staff shall prepare a development plan indicating possible street alignments which will provide reasonable access to all properties concerned. 2. The plan shall indicate property lines, existing streets, street names, right-of-way widths, assessors parcel numbers for ownership 'reference, exist�i'ng'�sewer,�'wat�er'and drainage facilities, and such other information important to � � - � .1. _ � „ the development of the'general area.���� �� ' B. Adoption 1. The plan shall be referred to the Planning Commission for study and recommendation, and the staff instructed to make such changes as seem advisable. � 2. The Planning Commission may adopt a Development Plan with or without a Public Hearing in the same manner as adopting a Resolution. 3. When the Planning Commission has adopted a study as presented or amended, said Plan then becomes an administrative guide for development. C. Implementation l. The Planning Commission shall instruct the Public Works Department to prepare a Plan Line Ordinance on any or all streets indicated in the Plan which they feel of sufficient importarice to the City's development that such alignment must be protected. �o 2. Any deed for right-of-way purposes secured in imple- menting a development plan shall not obligate the City of Arroyo Grande to any improvement of said right-of-way. Improve- ment will be secured by one of the following methods: a. In connection with Subdivision or Minor Subdivision activity; b. Creation of an improvement district; or c. In connection with the Building Permit to develop a single parcel.
