A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE RECOMMENDING THE CITY COUNCIL APPROVE
THE DEVELOPMENT CODE AMENDMENT CASE NO. 07-004 AND
AMEND THE MUNICIPAL CODE RELATED TO HISTORIC RESOURCES
WHEREAS, the City's 2001 General Plan objectives and policies promote the designation,
preservation, restoration, safety, and use of historic structures to enrich the lives of future
generations, providing opportunities to enjoy and learn about the community's history;
WHEREAS, the Historic Resource Committee has been established and is working to
create a Register of local historic resources and;
WHEREAS, the Historic Resource Committee has reviewed the current designation criteria
and definitions related to historic resources and;
WHEREAS, on July 18, 2007, the HRC made a recommendation that the City Council
amend the designation criteria and definitions related to historic resources.
WHEREAS, after consideration of all testimony and all relevant evidence, the Planning
Commission has determined that the following Development Code Amendment findings can
be made in an affirmative manner:
A. The proposed revision to the Municipal Code is consistent with the goals,
objectives, policies and programs of the General Plan especially C/OS4 which
encourages the preservation of historic and cultural resources.
B. The proposed revision to the Municipal Code will not adversely affect the public
health, safety, and welfare or result in an illogical land use pattern since the
proposed changes will allow the nomination of relevant resources to the local
register of historic resources.
C. The proposed revision to the Municipal Code is consistent with the purpose and
intent of Municipal Code Section 16.16.135, which provides for the identification,
protection, enhancement, and perpetuation of the City's historical and architectural
heritage.
D. The potential environmental impacts associated with the proposed revision to the
Municipal Code are less than significant since they aid in the City's ability to identify
historic resources.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of
Arroyo Grande hereby recommends that the City Council amend Municipal Code
Sections 16.04.070 and 16.16.135 related to historic resources as set forth in Exhibit
"A" attached hereto and incorporated herein by this reference.

16.04.070 - Definitions
"Historic structure" means any structure that is:
1. Listed individually in the National Register of Historic Places (a listing maintained by the
Department of Interior) or preliminarily determined by the Secretary of the Interior as
meeting the requirements for individual listing on the National Register;
2. Certified or preliminarily determined by the Secretary of the Interior as contributing to the
historical significance of a registered historic district or a district preliminarily determined by
the Secretary to qualify as a registered historic district;
3. Individually listed on a state inventory of historic places in states with historic
preservation programs which have been approved by the Secretary of Interior; or
4. Individually listed on a�esa� City inventory of historic places or are determined to be
eligible for listing on a lesa� C� inventory of historic places during the CEQA review
process. '
"Siqnificance" (Historic Resource) — Means a structure or location that has been
determined to be historically important to the community throuqh consideration of
information submitted in the record durinq the Historic Resource Desiqnation process as
outlined in Municipal Code Section 16.16.135 Minor use permit--Historic resource ordistrict
desiqnation.

1 Whether the structure or location is the site of a siqnificant local, county, state or
national historic event.
2 Whether the structure or location is strongly identified with a person who, or an
orqanization which siqnificantiv contributed to the culture historv or development of
the community of Arrovo Grande the Countv of San Luis Obispo, the State of
California or the United States.

3. Whether the structure or location is a particularly qood example of a period of
history or architectural stvle and a structure of significant character, interest or value
as part of the development, heritaqe or cultural characteristics of the city, county�
state or nation.
4. Whether the structure or location is one of the best or few remaining examples in
the area possessinq distinguishable characteristics of an architectural tvpe or
specimen.
5. Whether the structure or location is a notable work of an architect or master builder
whose individual works have significantiv influenced the development of the city,
county, state or nation.
6. Whetherthe structure or location embodies elements of architectural design, detail,
materials or craftsmanship that represent a significant architectural innovation.
7. Whether the structure or location has a unique location or sinqular ph vsical
characteristic representing an established and familiar visual feature of a district,
9. Whether the structure or location is located in a geographicallv definable area
possessinq a concentration of historic properties that visuallv contribute to each
other and are unified aestheticallv.
