A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE APPROVING AMENDED CONDITIONAL USE
PERMIT 05-002, LOCATED AT 134 NELSON STREET, APPLIED FOR
BY THE.SOUTH COUNTY ALANO CLUB
WHEREAS, the Planning Commission of the City of Arroyo Grande has considered an
application for Amended Conditional U�e Permit 05-002, filed by The South County Alano
Club to revise maximum occupancy and hours of operation for an existing meeting facility
at 134 Nelson Street; and
WHEREAS, the Community Development Director approved Plot Plan Review 00-001 on
February 17, 2000, which established the meeting facility as a permitted use; and
WHEREAS, the Planning Commission of the City of Arroyo Grande has considered
Amended Conditional Use Permit 05-002 at a public hearing on December 6, 2005 in
accordance with the Development Code of the City of Arroyo Grande; and
WHEREAS, the Planning Commission has found that this project is consistent with the
General Plan and the Development Code; and
WHEREAS, the Planning Commission has reviewed this project in compliance with the
California Environmental Quality Act (CEQA) and has determined that the proposed
project is categorically exempt under Section 15303 of the CEQA Guidelines; and
WHEREAS, the Planning Commission finds, after due study, deliberation and public
hearing, the following circumstances exist:
FINDINGS FOR APPROVAL
Conditional Use Permit Findings:
Although the Development Code has changed since approval of PPR 00-001,
meeting facilities are conditionally allowed in the Village Mixed (VMU) zoning
district, pursuant to the provisions of the Municipal Code and the proposed
revisions to the use permit comply with all applicable provisions of the Municipal
Code, the goals, and objectives of the Arroyo Grande General Plan, and the
development policies and standards of the city.
2. Neither the increased maximum occupancy nor the limited hours of operation
would impair the integrity and character of the district in which the use has been
established, as these revisions to the use permit would decrease the intrusiveness
of the meeting facility on nearby residential uses.
3. Because it is located in a mixed-use zone and surrounded by both commercial and
residential uses, the site continues to be suitable for the type and intensity of the
proposed use.

4. There are adequate provisions for water, sanitation, and public utilities and
services to ensure public health and safety since this use is located within the City
limits and is served by pre-existing utilities.
5. The proposed revisions to the existing use will not be detrimental to the public
health, safety or welfare or materially injurious to properties and improvements in
the vicinity, as it will reduce the impact of the meeting facility on neighboring
properties.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of
Arroyo Grande hereby approves Amended Conditional Use Permit 05-002, with the
above findings and subject to the conditions as set forth in Exhibit "A", attached hereto
and incorporated herein by this reference.
On motion by Commissioner Fellows, seconded by Commissioner Ray, and by the
following roll call vote:

If approved by the City Council, this approval will authorize the removal of deed restriction
and allow a second dwelling unit on the first and second floor of an existing carriage
house.

The applicant shall ascertain and comply with all Federal, State, County and City
requirements as are applicable to this project.
The applicant shall comply with all conditions of approval for Amended Conditional
Use Permit 05-002.
The maximum occupancy for the South County Alano Club shall not exceed thirty-
five (35) people at any given time.
The hours of operation for the South County Alano Club shall be restricted to 7:00
AM to 7:00 PM, Monday through Saturday and 10:00 AM to 7:00 PM on Sundays.
Building Department Conditions
5. Both exterior doors of the meeting facility shall be designated as emergency exits
per Building and Fire Department guidelines.
Public Works Department Conditions
6. The applicant shall install a handicap ramp at the southwest corner of Nelson
Street and Short Street.
