A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARROYO GRANDE APPROVING PLANNED
SIGN PROGRAM 05-001, APPLIED FOR BY TIM MURPHY,
LOCATED AT 1540 EAST GRAND AVENUE
WHEREAS, the Planning Commission of the City of Arroyo Grande has considered
Planned Sign Program 05-001, filed by Tim Murphy, at 1540 East Grand Avenue; and
WHEREAS, the Planning Commission of the City of Arroyo Grande has held a public
hearing on Planned Sign Program 05-001 in accordance with the City Code; and
WHEREAS, the Planning Commission has found that this project is consistent with the
City's General Plan and Development Code; and
WHEREAS, the Planning Commission has reviewed this project under the provisions of
the California Environmental Quality Act (CEQA) and has determined that the project is
categorically exempt under Section 15311 of the CEQA guidelines; and
WHEREAS, the Planning Commission finds, after due study, deliberation and public
hearing, that the following circumstances exist:
1. The proposed sign is consistent with the goals, objectives, policies and
programs of the Arroyo Grande general plan, specific plan, and any
applicable design guidelines or approvals and has been reviewed by the
Architectural Review Committee and was found to be consistent with section
16.60 of the Development Code; and
2. The proposed sign conforms to applicable development standards and
provisions of Municipal Code and will not be detrimental to the public health,
safety and welfare;
3. The physical location or placement of the sign is compatible with the
surrounding neighborhood and does not pose a safety risk.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of
Arroyo Grande hereby approves Planned Sign Program 05-001, with the above findings
and subject to the conditions as set forth in Exhibit "A", attached hereto and incorporated
herein by this reference.
On motion by Commissioner Fellows, seconded by Commissioner Parker, and by the
following roll call vote:

PLANNED SIGN PROGRAM 05-001
1540 EAST GRAND AVENUE
GENERAL CONDITIONS
COMMUNITY DEVELOPMENT DEPARTMENT
This approval authorizes a Planned Sign Program for the retail buildings located at 1540
East Grand Avenue.
1. The applicant shall ascertain and comply with all Federal, State, County and City
requirements as are applicable to this project.
2. The applicant shall comply with all conditions of approval for Planned Sign Program
Case 05-001
3. Development shall occur in substantial conformance with the plans presented to the
Planning Commission at the meeting of November 15, 2005 and marked Exhibit
,�
4. All UL listing labels shall be located on the top of the sign so that it is not visible
from below.
5. The applicant shall agree to defend at his/her sole expense any action brought
against the City, its present or former agents, officers, or employees because of the
issuance of said approval, or in anyway relating to the implementation thereof, or in
the alternative, to relinquish such approval. The applicant shall reimburse the City,
its agents, officers, or employees, for any court costs and attorney's fee's which the
City, its agents, officers or employees may be required by a court to pay as a result
of such action. The City may, at its sole discretion, participate at its own expense in
the defense of any such action but such participation shall not relieve applicant of
his/her obligations under this condition.
BUILDING AND FIRE DEPARTMENT CONDITIONS
6. The project shall comply with the most recent editions of the California State Fire
and Building Codes and the Uniform Building and Fire Codes as adopted by the
City of Arroyo Grande.
7. Building and / or electrical permits shall be required for all signs prior to their
installation. Certain types of signs may be exempt from building permits. To
determine which types are exempt, provide the Building Division with location and
type of sign and a determination will be made. This must be done prior to the

installation of the sign. If a building permit is required the applicant shall pay permit
fe�s in effect at the time of building permit issuance.
8. All electrical work done on site shall require an electrical permit prior to
commencing the work.
PUBLIC WORKS DEPARTMENT CONDITIONS
9. Sign construction shall adhere to Sections 10.12.010 and 10.12.020 of the City of
Arroyo Grande Municipal Code.
Planned Sign Program for 1540 East Grand Avenue; Exhibit B
Scope
This document shall serve as the master sign program for the retail building located
at 1540 East Grand Avenue. Each future tenant will be required to obtain an
Administrative Sign Permit from the City of Arroyo Grande based upon the criteria in
this document. For requirements not covered by this program, the Arroyo Grande
Municipal Code shall apply.
Requirement
The Municipal Code of the City of Arroyo Grande Section 16.16.160 requires a
Planned Sign Program for all multi-tenant commercial developments with
aggregate sign area exceeding 150 square feet.
Purpose and Intent
The purpose and intent of a Planned Sign Program is to ensure compatibility and
consistency of signs within a development and to integrate signs, building design
and landscaping into a unified architectural unit and to ensure the magnitude of the
proposed signs are consistent with existing and proposed buildings and the
character of the area within which the signs are proposed.
The purpose and intent of the Planned Sign Program shall be achieved by:
1. Requiring that sign colors be generally compatible with building color;
2. Using the same type of cabinet supports or method of mounting for signs of the
same type; by using the same type of construction material for components, such
as sign copy, cabinets and supports; or by using dissimilar signing that is
determined by the approval authority to be compatible;
3. Using the same form of illumination for all signs, or by using varied forms of
illumination that have been determined by the approval authority to be compatible;
and
4. Requiring that signs not overpower buildings and be of appropriate scale and
character with existing signs in the general area.
Overall Architectural Theme and sign types
This Spanish eclectic retail building has been designed with a flexible floor plan that
can house a varying amount of tenants and uses. Due to this flexibility and the
many associated architectural elements, two types of signs are allowed per
individual tenant, 1) internally illuminated text of individual business names located
above selected doors and 2) wall-mounted corporate logos.

Text signs - General
All text signs shall be constructed following the rules presented below and as
illustrated in Attachment 1:
1. Signs shall be mounted on three, 1" tubular supports with decorative
endcaps finished in rust.
2. Signs shall be composed of 3" deep channel letters with 3/16" thick
acrylic faces of "Classic Roman" font.
3. Letter faces to match white acrylic #015-2GP (Acrylite) with black
vinyl 3M#7725-12 outline overlay.
4. Letter trim shall be 3 /a" black trimcap and letter returns will be rust to
match the tubular supports.
5. Internal illumination will be via low voltage LED only.
6. No exposed raceway, crossovers, conduit, conductors, transformers,
etc. shall be permitted.
7. Routing of supply wiring shall be done through either the tubular
support structure itself or via conduit placed directly behind
(concealed by) the supports.
8. Transformers shall be mounted behind the building face and
concealed from sight.
9. All signs and their installation must comply with all local building
codes and the National Electric Code and be permitted by the Building
Department of the City of Arroyo Grande.
The signs associated with the business occupying the tower element can vary from
these criteria only in acrylic face color (Yellow) and that the tubular supports for the
text sign on the tower must be constructed in radius and project around the
decorative tile work. The entire sign shall be mounted 2" lower than depicted in
Attachment 2.
Text signs - Number allowed and size
Number Allowed - Each business is allowed no more than two text signs. If a
business only has one entrance/exit, than only one text sign is allowed. If a business
occupies the tower space and a Grand Avenue entrance, a second text sign is not
allowed.
Size - All text signs (excluding the sign on the tower element), shall be 15' long by
13 inches high (text top to text base) including the tubular supports with decorative
endcaps as illustrated in Attachments 3, 4 and 5. If more than one line of text is
required it should be centered and mounted as depicted in Attachment 6.
The text sign on the tower element shall be 22.5' long by 22 inches high (text top to
text base) including the tubular supports with decorative endcaps.

Logo signs - General
All logo signs shall be constructed following the rules and as depicted in Attachment
7.
1. Logo signs can be:
a) Non Illuminated
i. Sintra panel (PVC) with bull nosed edge;
ii. The panel can be hand painted, vinyl (decal cut)
or an outdoor durable print;
iii. Installed on the building face using concrete
screws.
b) Non Illuminated
i. Urethane panel (Signfoam);
ii. The panel will be 3-D carved and finished with
exterior acrylic paint, enamel paint and or decal
cut vinyl;
iii. , Installed on the building face using concrete
screws.
C) Internally Illuminated
i. Electrical sign can (internally lit) with 3/16"
acrylic face;
ii. The panel will be hand painted, vinyl (decal cut)
or an outdoor durable print;
iii. Edges of sign cans will be rust finished.
iv. Internal illumination will be via low voltage LED
only.
v. No exposed raceway, crossovers, conduit,
conductors, transformers, etc. shall be
permitted.
vi. Routing of supply wiring shall be placed directly
behind (concealed by) the sign.
vii. Transformers shall be mounted behind the
building face and concealed from sight.
viii. All signs and their installation must comply with
local building codes and the National Electric
Code and be permitted by the Building
Department of the City of Arroyo Grande.
Logo signs - Number allowed and size
Number Allowed - Each business is allowed one logo sign per building face (defined
as the entire length of one side of the building) and shall be mounted opposite the
existing building lamp and at the same level as depicted in Attachment 4. The
occupant of the tower element may only use one logo sign and if utilized it shall be
mounted in the center of the arched window, either inside or outside of the glass. In
addition, if the tenant of the tower element also occupies a Grand Avenue entrance,

they may place one logo sign opposite the existing light on the non-towered
element.
Size -Logo signs shall be no larger than 3' x 4'; round signs no larger than 3' x 3.'
Monument sign
A monument sign shall be located near the Grand Avenue driveway but out of the
vision triangle and shall conform to the size requirements of the Municipal Code.
Final design will be reviewed by the Architectural Review Committee and approved
by the Community Development Director.
