A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF ARROYO GRANDE APPROVING
CONDITIONAL USE PERMIT 05-010; LOCATED AT 1558
WEST BRANCH STREET; APPLIED FOR BY CENTRAL
COAST PET EMERGENCY CLINIC
WHEREAS, the applicant has applied for Conditional Use Permit 05-010 to expand an
existing emergency veterinary clinic, located at 1558 West Branch Street, in the Oak Park
Plaza; and
WHEREAS, the Planning Commission of the City of Arroyo Grande has considered
Conditional Use Permit 05-010 at a public hearing on September 6, 2005 in accordance
with the Development Code of the City of Arroyo Grande; and
WHEREAS, the Planning Commission found that this project is consistent with the City's
General Plan, Development Code and the environmental documents associated
therewith, and has determined that the project is categorically exempt under the
provisions of the California Environmental Quality Act (CEQA); and
WHEREAS, the Planning Commission finds, after due study, deliberation and public
hearing, the following findings can be made in an affirmative manner:
1. The proposed use is permitted within the subject district pursuant to the
provisions of this section and complies with all the applicable provisions of
this title, the goals, and objectives of the Arroyo Grande general plan, and
the development policies and standards of the city.
The Development Code conditionally allows veterinary uses in the
Regional Commercial (RC) zoning district.
2. The proposed use would not impair the integrity and character of the
district in which it is to be established or located.
The proposed expansion will not impair either the integrity or character of
the Regional Commercial (RC) zoning district, as there is no evidence thaf
the existing use has in any way impaired the integrity and character of the
RC zoning district.
3. The site is suitable for the type and intensity of use or development that is
proposed.
The proposed use will be located in an established regional shopping
center with adequate parking and circulation.
4. There are adequate provisions for water, sanitation, and public utilities
and services to ensure public health and safety.

Because the proposed expansion will occur in an existing tenant space, it
will not increase the need for water, sanitation or public utilities and
services, thereby ensuring public health and safety.
5. The proposed use will not be detrimental to the public health, safety or
welfare or materially injurious to properties and improvements in the
vicinity.
The proposed use will comply with all applicable Municipal Code standards
and therefore will not be detrimental to the public health, safety or welfare
nor will the proposed use be materially injurious to properties and
improvements in the vicinity.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of
Arroyo Grande hereby approves Conditional Use Permit 05-010, with the above findings
and subject to the conditions as set forth in Exhibit "A", attached hereto and incorporated
herein by this reference.
On motion by Commissioner Fellows, seconded by Commissioner Parker, and by the
following roll call vote, to wit:
AYES: Commissioners Fellows, Parker, Tait and Chair Brown

CONDITIONS OF APPROVAL
CONDITIONAL USE PERMIT 05-010
1558 WEST BRANCH STREET
This approval authorizes the expansion of an existing emergency veterinary clinic
located at 1558 West Branch Street, in the Oak Park Plaza.

1. The applicant shall ascertain and comply with all State, County and City
requirements as are applicable to this project.
2. The project shall substantially conform to the plans on file in the Community
Development Department.
3. The applicant shall comply with all conditions of approval for Conditional Use
Permit 05-010.
BUILDING AND FIRE DEPARTMENT CONDITIONS
4. The project shall comply with the most recent editions of all California Building
and Fire Codes, as adopted by the City of Arroyo Grande.
5. The project shall provide complete compliance with State and Federal disabled
access requirements.
6. Prior to occupancy, the applicant shall provide an approved "security key vault",
per Building and Fire Department guidelines.
7. The applicant shall pay building permit fees, to be based on codes and rates in
effect at the time of building permit issuance.
8. The applicant shall pay a Strong Motion Instrumentation Program (SMIP) fee, to
be based on codes and rates in effect at the time of building permit issuance.
