PC R 05-1950RESOLUTION NO. 05-1950 A RESOLUTION OF THE CITY OF ARROYO GRANDE PLANNING COMMISSION RECOMMENDING ENVIRONMENTAL DETERMINATION AND ADOPTION OF THE 2004-05 HOUSING ELEMENT AMENDMENTS TO THE GENERAL PLAN WHEREAS, Section 65302 of the California Government Code directs all cities and counties to prepare a general plan housing element; and WHEREAS, the City of Arroyo Grande has determined that it is appropriate and necessary to update and revise the previous housing element adopted by the City in 1993; and WHEREAS, a City-appointed Local Housing Task Force held numerous meetings over an eight (8) month period to provide technical review of the 2003 Housing Element to the Planning Commission and City Council, and to help build consensus on policy direction; and WHEREAS, the pubic participation in the development of the housing element included duly noticed public workshops on the following dates to elicit community concerns about the availability of affordable housing and special housing needs in Arroyo Grande: • November 19, 2002 • February 18, 2003 • May 20, 2003 • July 1, 2003 • July 29, 2003; and WHEREAS, duly noticed public hearings were held by the Planning Commission of the City of Arroyo Grande on September 2, 2003 and October 21, 2003, at which"time all interested persons were given the opportunity to be heard; and WHEREAS, the Planning Commission has reviewed and considered the information and public testimony presented at the public hearings and the information contained in the 2003 Housing Element and staff reports; and WHEREAS, The Planning Commission has reviewed this project in compliance with the California Environmental Quality Act (CEQA) and determined that a negative declaration can be adopted; and WHEREAS, the City submitted the adopted 2003 Housing Element to the State of California Department of Housing and Community Development (HCD) in December 2003 and received review and comments in March 2004 suggesting further review, and WHEREAS, the City responded to HCD recommendations in May 2004 and received additional suggestions for refinements and changes including subsequent communications with HCD, and WHEREAS, the Planning Commission reviewed a tentative draft of 2004 Housing Element Amendments and in December, 2004 received letter a from HCD that the proposed clarifications would, when adopted, comply with State law, and WHEREAS, the City has integrated additional proposed amendments for consistency with affordable housing policy and conducted additional public hearings on said 2004-05 amendments on February 1, 2005. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Arroyo Grande does hereby recommend that the City Council adopt the housing element shown in the Exhibit "A", attached hereto and incorporated herein by reference. On motion by Commissioner Keen, seconded by Commissioner Fellows, and by the following roll call vote to wit: AYES: Commissioners Keen, Fellows, Vice Chair Brown, Parker and Tait NOES: None ABSENT: None the foregoing Resolution was adopted this 1 day of February, 2005.
