PC R 04-1941RESOLUTION NO. 1941 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE APPROVING VIEWSHED REVIEW 04-015; LOCATED AT 1120 THE PIKE; APPLIED FOR BY ROBERT LUSE WHEREAS, the applicant has filed Viewshed Review 04-015 to expand the first-story and add a second-story to an existing single-family residence; and WHEREAS, the Planning Commission of the City of Arroyo Grande has considered Viewshed Review 04-015 at a public hearing on November 16, 2004 in accordance with the Municipal Code of the City of Arroyo Grande; and WHEREAS, the Planning Commission has reviewed this project in compliance with the California Environmental Quality Act (CEQA) and has determined that the project is Categorically Exempt per Section 15301 of the CEQA Guidelines; and WHEREAS, the Planning Commission finds, after due study, deliberation and public hearing, the following circumstances exist: Viewshed Review Findings: 1. The proposed structure is consistent with the intent of this section. The proposed structure conforms to the deve%pment standards for the Single-Family (SF) zoning district, including building height. 2. The proposed structure is consistent with the established scale and character of the neighborhood and will not unreasonably or unnecessarily affect views of surrounding properties. Based on the visual survey conducted by staff, the proposed structu�e wou/d be consistent with other two-story homes in the general a�ea and because the proposed structure is located along The Pike, it would have less of a visual impact than if it were located along an inte�ior street; the proposed structure will not affect any views of surrounding properties from The Pike. 3. The proposed structure will not unreasonably or unnecessarily interfere with the scenic view from any other property, judged in light of permitting reasonable use and development of the property on which the proposed structure or expansion is to occur. Because there are no homes across The Pike or two-story homes behind the existing structure, there are no scenic views from any other p�operties RESOLUTION NO. 1941 VSR 04-015 NOVEMBER 16, 2004 PAGE 2 of 4 that would be affected by the p�oposed structure. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Arroyo Grande hereby approves Viewshed Review 04-015 with the above findings and subject to the conditions as set forth in Exhibit "A", attached hereto and incorporated herein by this reference. COMMUNITY DEVELOPMENT DEPARTMENT GENERAL CONDITIONS: 1. The applicant shall ascertain and comply with all Federal, State, County and City requirements as are applicable to this project. 2. The applicant shall comply with all conditions of approval for Viewshed Review 04-015. 3. The project shall substantially conform to the plans on file in the Community Development Department. 4. Development shall conform to the Single-Family (SF) zoning district requirements unless otherwise approved.
