A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
ARROYO GRANDE DENYING APPROVAL OF VIEWSHED REVIEW
CASE NO. 04-013, LOCATED AT 424 LEANNA DRIVE, APPLIED FOR
BY MICHAEL AND CINDY RUDGE.
WHEREAS, the Planning Commission of the City of Arroyo Grande has considered the
application for Viewshed Review Case No. 04-013, filed by Michael and Cindy Rudge, for
construction of a second-story addition; and
WHEREAS, the Planning Commission has held a public hearing on this application in
accordance with the City Code; and
WHEREAS, the Planning Commission found that this process is consistent with the
General Plan and the environmental documents associated therewith; and
WHEREAS, the Planning Commission has reviewed this project in compliance with the
California Environmental Quality Act (CEQA) and has determined that the project is
Categorically Exempt per Section 15301 of the CEQA Guidelines; and
WHEREAS, the Planning Commission finds, after due study, deliberation and public
hearing, the following circumstances exist:
FINDINGS
The second-story addition is inconsistent with the second required Finding of
Approval for Viewshed Review applications. Specifically, the second-story addition
is inconsistent with the single-story scale and character of the existing
neighborhood. Moreover, neighborhood lots, including the subject lot, are smaller
than the minimum required in the Single-Family zoning district, so the second-story
addition may be too obtrusive. It could set a precedent for further second-story
additions in the neighborhood.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of
Arroyo Grande hereby denies Viewshed Review Case No. 04-013, with the above findings
hereto and incorporated herein by this reference.
On a motion by Commissioner Arnold, seconded by Keen, and by the following roll call
vote to wit:
AYES: Commissioners Arnold, Keen, Brown, Fowler and Chair Guthrie
NOES: None
ABSENT: None
