PC R 03-1883RESOLUTION NO. 03-1883 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE APPROVING PLANNED SIGN PROGRAM 03-004, APPLIED FOR BY COAST NATIONAL BANK, LOCATED AT THE INTERSECTION OF ELM AND GRAND AVENUE WHEREAS, the Planning Commission of the City of Arroyo Grande has considered Planned Sign Program 03-004 to approve the Planned Sign Program, filed by Coast National Bank, to replace existing signage with four (4) new wall signs; and WHEREAS, the Planning Commission of the City of Arroyo Grande has held a public hearing on Planned Sign Program 03-004 in accordance with the City Code; and WHEREAS, the Planning Commission has found that this project is consistent with the City' s General Plan and Development Code; and WHEREAS, the Planning Commission has reviewed this project under the provisions of the California Environmental Quality Act (CEQA) and has determined that the project is categorically exempt under Section 15311(a) of the CEQA guidelines; and WHEREAS, the Planning Commission finds, after due study, deliberation and public hearing, that the following circumstances exist: 1. The proposed signage has been reviewed by the Architectural Review Committee and was found to be consistent with section 16.60 of the Development Code. 2. The number, size and material of the proposed signage conforms to applicable development standards. There is nothing in the design or construction of the signs that will be detrimental to the public health, safety or welfare. 3. The location of the signage is compatible with the surrounding neighborhood. There is nothing in the �esign or construction of any sign that would pose a safety risk. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Arroyo Grande hereby approves Planned Sign Program 03-004, with the above findings and subject to the conditions as set forth in Exhibit " A", attached hereto and incorporated herein by this reference. On motion by Commissioner Arnold seconded by Commissioner Brown, and by the following roll call vote, to wit: RESOLUTION 03-1883 PLANNED SIGN PROGRAM 03-004 PAGE 2 AYES: Commissioners Arnold, Brown, Fowler, Keen and Chair Guthrie NOES: None ABSENT: None the foregoing Resolution was adopted this 15t day of July, 2003 ATT ST: LYN REARDON-SMITH, COIVIMISSION CLERK AS TO CONTENT: ROB STRONG, COMMUNITY DEVELOPM NT DIRECTOR E, CHAIR RESOLUTION 03-1883 PLANNED SIGN PROGRAM 03-004 PAGE 3 EXHIBIT "A" CONDITIONS OF APPROVAL PLANNED SIGN PROGRAM 03-004 1199 EAST GRAND AVENUE COAST NATIONAL BANK �_ GENERAL CONDITIONS COMMUNITY DEVELOPMENT DEPARTMENT This approval authorizes the placement of two (2) 11.1' x 4.8' wall signs and two (2) 10.8' x 4.1' wall signs, to be located on four walls of Coast National Bank. 1. The applicant shall ascertain and comply with all Federal, State, County and City requirements as are applicable to this project. 2. The applicant shall comply with all conditions of approval for Planned Sign Program Case 03-004 3. This application shall automatically expire on July 15, 2004, unless a building permit is issued. Thirty (30) days prior to the expiration of the approval, the applicant may apply for an extension of one (1) year from the original date of expiration. 4. Development shall occur in substantial conformance with the plans presented to the Planning Commission at the meeting of July 15, 2003 and marked Attachment 1. 5. The applicant shall agree to defend at his/her sole expense any action brought against the City, its present or former agents, officers, or employees because of the issuance of said approval, or in anyway relating to the implementation thereof, or in the alternative, to relinquish such approval. The applicant shall reimburse the City, its agents, officers, or employees, for any court costs and attorney's fee's which the City, its agents, officers or employees may be required by a court to pay as a result of such action. The City may, at its sole discretion, participate at its own expense in the defense of any such action but such participation shall not relieve applicant of his/her obligations under this condition. 6. A temporary weathervane shall be put up so the Community Development Department staff can determine proper scale before the permanent one is installed. RESOLUTION 03-1883 PLANNED SIGN PROGRAM 03-004 PAGE 4 BUILDING AND FIRE DEPARTMENT CONDITION 7. The project shall comply with the most recent editions of the California State Fire and Building Codes and the Uniform Building and Fire Codes as adopted by the City of Arroyo Grande. 8. The applicant shall obtain any necessary permits from the City's Fire and Building Department, as determined by the Chief Building Inspector.
