REGULAR MEETING OF THE ARCHITECTURAL REVIEW COMMITTEE
MONDAY, SEPTEMBER 20, 2021

1. CALL TO ORDER
Chair Hoag called the Regular Architectural Review Committee meeting to order at 2:30 p.m.
2. ROLL CALL
ARC Members: Chair Warren Hoag, Vice Chair Bruce Berlin and Committee Member Lori
Hall were present. Committee Members Jon Couch and Kristin Juette were
absent.
City Staff Present: Associate Planner Andrew Perez was present.
Committee Member Jon Couch joined the meeting.

Committee Member Hall led the Flag Salute.

7. CONSENT AGENDA
7.a. Vice Chair Berlin made a motion, seconded by Committee Member Hall to approve the
minutes of the August 16, 2021, Regular Meeting with a correction to the vote for Item 7.a. The
motion passed 4-0 on the following voice vote:
AYES: Berlin, Hall, Couch, Hoag
NOES: None
ABSENT: Juette
8. PROJECTS
8.a CONSIDERATION OF ADMINISTRATIVE SIGN PERMIT 21-016; ONE (1) NEW WALL
SIGN FOR A NEW BUSINESS; LOCATION – 132 W. BRANCH STREET; APPLICANT –
ARIANA LOVATO; REPRESENTATIVE – AARON CRIBBS, AC VINTAGE DESIGN (Holub)
Associate Planner Perez presented the staff report, provided background information about the
project location, size and colors of the sign proposal, and the Village Centre Sign Program. He
also explained how the proposal addresses the requirements of the Village Design Guidelines.
He specifically asked the Committee to comment about whether they had a preference for either
of the sign materials proposed.
Ariana Lovato, project applicant, spoke in support of the project and answered questions from the
Committee.

Chair Hoag invited public comment. No public comments were received.
The Committee acknowledged that the proposal was in compliance with the Municipal Code,
Village Centre Sign Program, and the Village Design Guidelines regarding materials, color, and
location. The Committee was in agreement that either medium density overlay or aluminum was
an acceptable material. The Committee also found the font is acceptable as presented.
Vice Chair Berlin made a motion, seconded by Committee Member Hall, to recommend approval
of the project as submitted.
The motion passed 4-0 on the following voice vote:
AYES: Berlin, Hall, Couch, Hoag
NOES: None
ABSENT: Juette

11. STAFF COMMUNICATIONS
Associate Planner Perez announced that staff will be introducing amendments to the City’s
Accessory Dwelling Unit ordinance to City Council on September 28, 2021.
Associate Planner Perez also announced that the Planning Commission approved the conditional
use permit for the project proposed at 211 E Branch St. with revisions to the design as suggested
by the Committee.

The meeting adjourned at 2:58 p.m.to a regular meeting on October 4, 2021 at 2:30 p.m.
