REGULAR MEETING OF THE ARCHITECTURAL REVIEW COMMITTEE
MONDAY, OCTOBER 4, 2021

1. CALL TO ORDER
Chair Hoag called the Regular Architectural Review Committee meeting to order at 2:30 p.m.
2. ROLL CALL
ARC Members: Chair Warren Hoag, Vice Chair Bruce Berlin and Committee Member Jon
Couch, Lori Hall and Kristin Juette were present.
City Staff Present: Assistant Planner Patrick Holub was present.
3. FLAG SALUTE
Committee Member Juette led the Flag Salute.

7. CONSENT AGENDA
7.a. Vice Chair Berlin made a motion, seconded by Committee Member Hall to approve the
minutes of the August 16, 2021, Regular Meeting with a correction to the timing that Committee
Member Couch joined the meeting. The motion passed 4-0-1 on the following voice vote:
AYES: Berlin, Hall, Couch, Hoag
NOES: None
ABS ENT: None
ABSTAIN: Juette
8. PROJECTS
8.a CONSIDERATION OF ARCHITECTURAL REVIEW 21-005; CONSTRUCTION OF A NEW
4,488 SQUARE-FOOT SINGLE FAMILY RESIDENCE AND 1,206 SQUARE-FOOT GARAGE;
LOCATION – 316 RODEO COURT; APPLICANT – MIKE GARDNER; REPRESENTATIVE –
JON COUCH, PACK DESIGN GROUP (Perez)
Committtee Member Couch recused himself from the item due to a conflict of interest.
Assistant Planner Holub presented the staff report and responded to Committee questions
regarding the Design Guidelines.
Jon Couch, representative, outlined the architectural details of the proposal and responded to
Committee questions regarding the metal roof, building height, colors and materials as well as
the layout of the proposed driveway and flatwork.

The Committee discussed the proposed architecture and stated their comfort level with the
proposed metal roof. The Committee agreed that the metal roof was appropriate for a number of
reasons including preservation of views for the surrounding properties, fire safety, water collection
and that the material nicely represents the intended Contemporary California Ranch architectural
style.
Vice Chair Berlin made a motion, seconded by Committee Member Juette, to recommend
approval of the project as submitted with the following rationale for approving the metal roof:
1. The metal roof matches the Contemporary California Ranch architectural style;
2. Installation of the metal roof will facilitate rain water capture;
3. The metal roof will aid in fire prevention; and
4. The lower slope of the metal roof will allow for view preservation of surrounding
properties.
The motion passed 4-0-1 on the following voice vote:
AYES: Berlin, Juette, Hall, Hoag
NOES: None
ABSENT: None
RECUSED: Couch

Vice Chair Berlin asked a question regarding the Traffic Way Bridge Stakeholders Group.
