ARC Minutes 2022-09-19 1 ACTION MINUTES MEETING OF THE ARCHITECTURAL REVIEW COMMITEE September 19, 2022, 2:30 p.m. Hybrid City Hall Conference Room/Virtual Zoom Meeting 300 East Branch Street, Arroyo Grande Committee Members Present: Jon Couch, Kristin Juette, Warren Hoag, Bruce Berlin Committee Members Absent: Lori Mainini Hall Staff Present: Community Development Director Brian Pedrotti, Planning Manager Andrew Perez, Associate Planner Patrick Holub Given the recent increase in COVID-19 cases in San Luis Obispo County, and in compliance with Assembly Bill (AB) 361, which allows for a deviation of teleconference rules required by the Ralph M. Brown Act, this meeting was held by teleconference. _____________________________________________________________________ 1. CALL TO ORDER Chair Hoag called the meeting to order at 2:30 pm. 2. ROLL CALL Chair Hoag performed the roll call. Committee Member Hall was absent. 3. FLAG SALUTE Vice Chair Berlin. 4. AGENDA REVIEW None. 5. COMMUNITY COMMENTS AND SUGGESTIONS None. 6. WRITTEN COMMUNICATIONS None. 7. CONSENT AGENDA 7.a Approval of Minutes 2 (PEREZ) Moved by Bruce Berlin Approve the Minutes from the August 15, 2022 Regular Meeting as submitted with a correct ion of spelling error in the minutes for Item 8.a. AYES (4): Jon Couch, Kristin Juette, Warren Hoag, and Bruce Berlin ABSENT (1): Lori Mainini Hall Passed (4 to 0) 8. PROJECTS 8.a Consideration of Administrative Sign Permit 22-017; New Signage for a New Business; Location – 150 West Branch Street; Applicant – Leonard Fiederowicz, Hive Supply Co. (HOLUB) Associate Planner Holub presented the staff report identifying the location of the project, description of the as-built and proposed signage, and how the proposal relates to the applicable Village Design Guidelines. Leonard Fiedorowicz, project representative, spoke in support of the project and answered questions from the Committee regarding existing building materials, sign materials, and colors. The Committee was supportive of the as-built wall sign and the proposal to include a second wall sign on the western elevation. The Committee was not supportive of the proposed wall sign design consisting of flat letters on the coroplast material and suggested replacing the proposed sign with a painted sign in the same location. It was also suggested that the applicant use window signage on the front entry door for wayfinding and informational signage. Moved by Bruce Berlin Seconded by Kristin Juette The Architectural Review Committee (ARC) recommends that the Community Development Director approve the project as revised by the Committee to include: 1) A painted wall sign on the western elevation; and 2) Wayfinding signage on the glass panel of the front entry door AYES (4): Jon Couch, Kristin Juette, Warren Hoag, and Bruce Berlin ABSENT (1): Lori Mainini Hall Passed (4 to 0) 9. DISCUSSION ITEMS None. 3 10. COMMITTEE COMMUNICATIONS Chair Hoag informed staff that he may not be available for the next regular meeting scheduled for October 3, 2022. 11. STAFF COMMUNICATIONS Planning Manager Perez announced that the next regular meeting scheduled for October 3, 2022 will likely be cancelled because staff will be attending the California APA conference. Planning Manager Perez updated the Committee about the status of updates to the City's ADU, Short Term Rental, Parklet, and Tiny Homes ordinances. 12.
