ARC Minutes 2022-10-17 1 ACTION MINUTES MEETING OF THE ARCHITECTURAL REVIEW COMMITEE October 17, 2022, 2:30 p.m. Hybrid City Hall Conference Room/Virtual Zoom Meeting 300 East Branch Street, Arroyo Grande Committee Members Present: Kristin Juette, Warren Hoag, Bruce Berlin Committee Members Absent: Jon Couch, Lori Mainini Hall Staff Present: Community Development Director Brian Pedrotti, Associate Planner Andrew Perez, Assistant Planner Patrick Holub Given the recent increase in COVID-19 cases in San Luis Obispo County, and in compliance with Assembly Bill (AB) 361, which allows for a deviation of teleconference rules required by the Ralph M. Brown Act, this meeting was held by teleconference. _____________________________________________________________________ 1. CALL TO ORDER Chair Hoag called the meeting to order at 2:30 pm. 2. ROLL CALL Chair Hoag performed the roll call. Committee Members Hall and Couch were absent. 3. FLAG SALUTE Vice Chair Berlin led the flag salute. 4. AGENDA REVIEW None. 5. COMMUNITY COMMENTS AND SUGGESTIONS None. 6. WRITTEN COMMUNICATIONS None. 7. CONSENT AGENDA 7.a Approval of Minutes 2 (HOLUB) Moved by Bruce Berlin Seconded by Kristin Juette Approve the Minutes from the September 19, 2022 Architectural Review Committee Meeting. AYES (3): Kristin Juette, Warren Hoag, and Bruce Berlin ABSENT (2): Jon Couch, and Lori Mainini Hall Passed (3 to 0) 8. PROJECTS 8.a Continued Consideration of Administrative Sign Permit 22-002; New Signage for an Existing Business; Location – 161 Traffic Way; Applicant – Kelly Keane, Tasty Thai (HOLUB) Associate Planner Holub presented the staff report highlighting the Committee's previous review of the sign application. He also provided a description of the sign proposal with regards to the colors, materials, size, and location. Project applicant, Kelly Keane, answered questions from the Committee about the sign materials. The Committee discussed the proposal, specifically the material of the letters, border, and width of the signboard. The Committee stated that although the letters are proposed to be plastic, they would mimic the appearance of wood or metal, and therefore do comply with the Design Guidelines. The colors, although brighter than preferred, comply with the Design Guidelines because they are compatible with the building's color scheme. Overall the Committee was supportive of the signs as proposed. Moved by Warren Hoag Seconded by Kristin Juette The Archictural Review COmmittee (ARC) recommends that the Community Development Director approve the project with the following condition: 1) Reduce the width of the signboard AYES (2): Kristin Juette, and Warren Hoag NOES (1): Bruce Berlin ABSENT (2): Jon Couch, and Lori Mainini Hall Passed (2 to 1) 9. STAFF COMMUNICATIONS Planning Manager Perez updated the Committee on the status of development code amendments being processed by staff. 12.
