ARC Minutes 2022-11-07 1 ACTION MINUTES MEETING OF THE ARCHITECTURAL REVIEW COMMITEE November 7, 2022, 2:30 p.m. Hybrid City Hall Conference Room/Virtual Zoom Meeting 300 East Branch Street, Arroyo Grande Committee Members Present: Jon Couch, Lori Mainini Hall, Kristin Juette, Warren Hoag, Bruce Berlin Staff Present: Associate Planner Andrew Perez, Assistant Planner Patrick Holub Given the recent increase in COVID-19 cases in San Luis Obispo County, and in compliance with Assembly Bill (AB) 361, which allows for a deviation of teleconference rules required by the Ralph M. Brown Act, this meeting was held by teleconference. _____________________________________________________________________ 1. CALL TO ORDER Chair Hoag called the meeting to order at 2:30 pm. 2. ROLL CALL Chair Hoag performed the roll call. 3. FLAG SALUTE Chair Hoag led the flag salute. 4. AGENDA REVIEW None. 5. COMMUNITY COMMENTS AND SUGGESTIONS None. 6. WRITTEN COMMUNICATIONS None. 7. CONSENT AGENDA 7.a Approval of Minutes (PEREZ) 2 Moved by Bruce Berlin Seconded by Kristin Juette Approve the Minutes from the October 17, 2022 Architectural Review Committee Meeting with a grammatical change to the minutes of Item 8.a. AYES (3): Kristin Juette, Warren Hoag, and Bruce Berlin ABSTAINED (1): Lori Mainini Hall ABSENT (1): Jon Couch Passed (3 to 0) 8. PROJECTS 8.a Consideration Of Administrative Sign Permit 22-019; One (1) New Wall Sign, One (1) New Ground Sign, And Accessory Signage For A New Business; Location – 214 E Branch Street, Suite B; Applicant – Wealth Enhancement Group; Representative – Jon Blackford (GROPEN) Assistant Planner Gropen presented the staff report and identified the location of the project site. She also described details about the proposed signage including placement on the building, size, colors, and materials. She also answered questions about the proposed colors. The applicant was not present at the meeting. The Committee was supportive of the proposal and determined the design to be appropriate and consistent with the character of the Village and the Design Guidelines. The proposal's colors were determined to be complementary to the building's color scheme and the adjacent businesses colors. Moved by Bruce Berlin Seconded by Lori Mainini Hall The Architectural Review Committee (ARC) recommends that the Community Development Director approve the project as submitted. AYES (5): Jon Couch, Lori Mainini Hall, Kristin Juette, Warren Hoag, and Bruce Berlin Passed (5 to 0) 8.b Determination of Substantial Conformance for Architectural Review 22-004; Location – 305 Rodeo Court; Applicant – Chuck and Sharon Belmont; Representative – Mark Vasquez, Design Graphics (PEREZ) Committee Member Couch recused himself from this item at due to a conflict of interest. 3 Planning Manager Perez presented the staff report providing a description of the approved project, the requested modification, and the applicable Design Guidelines. He also answered questions to clarify the scope of the proposed modifications. Mark Vasquez, project representative, explained the reason why the modification is requested and described how the foundation plantings will obscure most of the area where the brick veneer will be eliminated. He also answered questions about the brick veneer material and the proposed landscaping. The Committee determined that the modifications substantially conform to the original approval, despite the preference for the original application of the brick veneer. The Committee found that the articulation of the wall planes combined with the presence of the foundation landscaping will lessen the impact of the elimination of the brick veneer. Moved by Bruce Berlin Seconded by Warren Hoag The Architectural Review Committee (ARC) determines that the modifications to the project are in substantial conformance with the originally approved project as proposed. AYES (3): Lori Mainini Hall, Warren Hoag, and Bruce Berlin NOES (1): Kristin Juette ABSTAINED (1): Jon Couch Passed (3 to 1) 8.c Consideration of Architectural Review 22-011; Additions to an Existing Single Family Residence in the Historic Character Overlay District; Location – 400 Allen St; Applicant – Mark Vasquez (PEREZ) Committee Member Couch rejoined the meeting at 3:17 pm. Planning Manager Perez presented the staff report describing the project design, materials, and colors. He also explained why the project requires review by the Committee and the applicable Village Design Guidelines. Mark Vasquez, project representative, explained the project in greater detail and noted that the addition will not be visible from any public area. The Committee was supportive of the proposal finding it straightforward and compliant with the Village Design Guidelines. It found the colors and materials appropriate also. DISCUSSION ITEMS None. 10. COMMITTEE COMMUNICATIONS Committee Member Hall announced that she will be unable to attend the second meeting in December and any meetings in January. Chair Hoag announced he will be unable to attend the December 5, 2022 meeting. 11. STAFF COMMUNICATIONS Planning Manager Perez announced the meeting schedule through December and noted that both regular meeting dates in January fall on City holidays, so there may be a need for a special meeting that month. Planning Manager Perez described the changes to the Community Service Grant Program Committee as initiated by Council. Associate Planner Holub answered questions from the Committee about the Permanent Parklet Program Ordinance . 12.
