ARC Minutes 2023-10-02 1 ACTION MINUTES MEETING OF THE ARCHITECTURAL REVIEW COMMITEE October 2, 2023, 2:30 p.m. Hybrid City Hall Conference Room/Virtual Zoom Meeting 300 East Branch Street, Arroyo Grande Committee Members Present: Lori Mainini Hall, C.J. Horstman, Glenn Martin, Janet Huston Committee Members Absent: Kristin Juette Staff Present: Planning Manager Andrew Perez, Associate Planner Patrick Holub Given the recent increase in COVID-19 cases in San Luis Obispo County, and in compliance with Assembly Bill (AB) 361, which allows for a deviation of teleconference rules required by the Ralph M. Brown Act, this meeting was held by teleconference. _____________________________________________________________________ 1. CALL TO ORDER Chair Martin called the meeting to order at 2:30 pm. 2. ROLL CALL Chair Martin performed the roll call. Vice Chair Juette was absent. 3. FLAG SALUTE Committee Member Huston led the flag salute. 4. AGENDA REVIEW None. 5. COMMUNITY COMMENTS AND SUGGESTIONS Chair Martin invited public comment. No public comment was received. 6. WRITTEN COMMUNICATIONS None. 7. CONSENT AGENDA 7.a Approval of Minutes 2 (PEREZ) Moved by Janet Huston Seconded by C.J. Horstman Approve the Minutes of the September 18, 2023 Architectural Review Committee Meeting as submitted. AYES (3): C.J. Horstman, Glenn Martin, and Janet Huston ABSTAINED (1): Lori Mainini Hall ABSENT (1): Kristin Juette Passed (3 to 0) 8. PROJECTS 8.a Consideration of Architectural Review 23-009; Remodel and Addition to an Existing Single Family Residence: Location – 326 S. Mason St; Applicant – Mark Vasquez (PEREZ) Planning Manager Perez presented the staff report describing the project location, applicable Design Guidelines, and scope of the project. He also described the proposed materials, colors, and architectural style proposed. Mark Vasquez, project designer, explained the intent of the project and answered questions about the materials, lighting plan, and whether porch railing is proposed. Chair Martin invited public comment. No public comment was received. The Committee spoke in support of the project and appreciated the revitalization of a dilapidated property in the Village. The Committee found the colors and materials to be appropriate and in compliance with the Design Guidelines. The Committee also made recommendations for the applicant with regards to the size of the siding, style of the light fixtures, and massing of the bump-out above the garage. Moved by C.J. Horstman Seconded by Janet Huston The Architectural Review Committee (ARC) recommends that the Community Development Director approve with project with the recommendations to use a 6-inch horizontal siding, avoid contemporary light fixtures, and widen the bump-out above the garage to be centered above the garage door. DISCUSSION ITEMS 9.a Consideration of Material Color for Tree Wells in the Village as Part of the Village Concrete Repairs Project (PEREZ) Planning Manager Perez presented the staff report and explained that the ARC was asked to review the flexi-pave colors for use in the tree wells as part of the concrete repairs project. He explained the purpose of this addition to the project and described the six colors that are available. City Engineer Sweeney also described material, the advantages of the product, and provided an updated timeline of the repair project. Chair Martin invited public comment. No public comment was received. The Committee was supportive of the use of the material in the tree wells and discussed which color was most appropriate giving considerations to the colors of the existing sidewalk paving, and parklet barriers. The Committee unanimously supported use of the Bark Brown color as the primary choice and Granite as the alternate color. 10. COMMITTEE COMMUNICATIONS Committee Member Hall announced she will be unavailable for meetings between December 18, 2023 and January 14, 2024. 11. STAFF COMMUNICATIONS Correspondence/Comments as presented by the City staff. Planning Manager Perez informed the Committee that the temporary parklet barriers will be removed on October 3, 2023 to accommodate the concrete repairs project. The permanent parklets would be installed in mid-November. He also reminded the Committee about the General Plan workshop scheduled for October 5, 2023 at 6pm in the Council Chambers. 12.
