RESOLUTION NO, 951
A RESOLUTION DECLARING THAT PROCEEDINGS HAVE BEEN
INITIATED BY THE COUNCIL OF TIlE CITY OF ARROYO
GRANDE TO ANNEX TO SAID CITY CERTAIN UNINHABITED
TERRITORY DESCRIBED HEREIN AND DESIGNATED "InJASNA
ROAD NO. 3 ANNEXATION", AND GIVING NOTICE OF THE
PROPOSED ANNEXATION
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ARROYO GRANDE:
1. That, pursuant to the provisions of the Annexation of Uninhabited
Territory Act of 1939, proceedings have been initiated by the Council of the
City of Arroyo Grande, On its own motion, to annex to the City of Arroyo Grande
all that uninhabited territory situate in the County of San Luis Obispp, State
of California, hereby designated as "Huasna Road No. 3 Annexation" and described
as follows:
All that land contiguous to the City of Arroyo Grande, in the County of San
Luis Obispo, State of California included within the following described exterior
boundaries:
Commencing at a point Marked "F" set at the most southerly corner of Lot 2
of A, Newsom's Lands in the Ranchos Santa Manuela and Bolsa de Chemisal, as
per map thereof recorded June 5, 1891 in Book A Page 77 of Maps in the office
of the County recorder of said County, and also being a point on the City
limits of the City of Arroyo Grande as established py the Tabb Ranch Annexa-
tion approved by the Secretary of State on the 18th day of April, 1963; run-
ning.:thence along the boundaries of said Tabb Ranch Annexation North 250 00'
East, 660.00 feet to a point designated "G" and S, E, 9 on said map; thence
North~30 IS' West along the southwesterly line of Lot A of said Newsom's
Land, 504.90 feet to a point; thence North 430 45' East, 330,00 feet to the
southwesterly line of Lot B of said Newsom's Land; thence along said south-
westerly line of Lot B, South 430 IS' East 26,40 feet; thence North 430 45'
East, 330.00 feet to a point on the northeasterly line of said Lot B; thence
leaving the said boundaries of the said Tabb Ranch Annexation North 430 IS'
West along the said northeasterly line of said Lot B and the northwesterly
continuation t~redf to a point on the northwesterly line of County Road
No, 2019 formerly County Road No, 97, known as Steele Station-Ranchita Road
and a point on the city limits line of the City of Arroyo Grande as estab-
lished by the Upper Arroyo No., 1 Annexation approved by the Secretary of
State on the 1st day of February, 1960; thence Southwesterly and Westerly
along the said city limits of the City of Arroyo Grande to a point which
lies North' 90 West from the most easterly corner of Lot 15 of Steele I s
resubdivision of the Ranchos Corral de Piedra, Bolsa de Chemisal according
to the map thereof recorded in Book A of Maps at Page 63; thence South 90
East across the said Steele Station-Ranchita Road to said moSt easterly
corner of said Lot 15 being a point On the city limits of the City of Arroyo
Grande as established by incorporation July 10, 1911, and being also the
most northerly corner of Lot 8 of said A, Newsom's lands; thence continuing
along said city limits line southeasterly along the northeasterly lines of
said Lot 8 and Lots 7 and 5 of said A, Newsom's Lands to a point which bears
South 250 00' West from aforesaid point "F"; thence North 250 00' East to
said point "F" and the point of beginning, and including all lots and blocks
of subdivision located therein, together with all public roads, alleys and
rights of way of record,
2, That the Council of the City of Arroyo Grande desires to annex said unin-
habited territory to the City of Arroyo Grande for the following reasons:
The territory is contiguous to the City of Arroyo Grande, and its proposed annexa-
tion will contribute to and facilitate the orderly growth and development of both
the City and the territory proposed to be annexed; will facilitate and contribute
to the proper and orderly layout, design and construction of streets, gutters,
sidewalks, sanitary and storm water sewers and drainage facilities, both within
the City and within the territory proposed to be annexed; and will provide and
facilitate proper overall planning and zoning of lands, and subdivision of lands
in Said City a6d said uninhabited territory, in a manner most conducive to the
welfare of said City and said uninhabited territory,
3. That the Local Agency Formation Commission of San Luis Obispo County,
California, did in session duly assembled on Thursday, September 16, 1971, approve
the proposed "Huasna Road No, 3 Annexation" as above described, and as submitted
to said Commission by the Council of the City of Arroyo Grande.

4. That Tuesday, December 28, 1971, at the hour of 8:00 P.M., ~n the Council
Chambers in the City Hall in the City of Arroyo Grande, County of San Luis
Obispo, California, is hereby fixed as the time and place when and where any
person owning real property within the uninhabited territory above described
and proposed to be annexed to the City of Arroyo Grande, and having any objec-
tions to the proposed annexation, may appear before the Council of the City of
Arroyo Grande and show cause why: such uninhabited territory should not be so
annexed to said City of Arr9Yo Grande. Such protest must be in writing, may be
filed at any time prior to the final adjournment of the hearing on protests to
the proposed annexation, and shall state the name or names of the owner or owners
of property affected, and ,the description and area of such property, in general
terms.
5. The Ci~ Clerk of the City of Arroyo Grande is hereby authorized and directed
to cause a copy of this resolution to be published at least twice, but not oftener
than once a week, in the Five Cities Times-Press-Recorder, a newspaper of general
circulation published in said City of Arroyo Grande, the city to which it is pro-
posed to annex the aforesaid territory, and also in the Telegram Tribune, a news-
paper of general circulation published outside the City of Arroyo Grande, but in
the County of San Luis Obispo, California, the county in which is located the
territory proposed to be annexed to the City of Arroyo Grande, said publication
to be complete at least twenty (20) days prior to the date set for hearing,
6. The City Clerk is further authorized and directed to cause written notice of
such proposed annexation to be mailed to each person to whom land within the
territory ~osed to be annexed is assessed in the last equalized county assessment
roll available on the date the above said proceedings were initiated, at the add-
resses shown on said assessment roll or known to the Clerk, and to any person who
has filed his name and address and the designation of the lands in which he has
an interest, either legal or equitable, with the Clerk, such notice to be given
not less than twenty (20) days before the first public hearing on the proposed
annexation,
7. The City Clerk is directed to cause written notice to be given to such other
