9.c Consider Approval of Fiscal Year 2024-25 Appropriation Limit
1) Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE ADOPTING A TAX PROCEEDS EXPENDITURE APPROPRIATION LIMIT
FOR FISCAL YEAR 2024-2025"; and

9.f Amendments to the Central Coast Blue Regional Recycled Water Authority Joint Exercise
of Powers Agreement
1) Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE APPROVING AMENDMENT NUMBER 1 TO THE JOINT EXERCISE OF
POWERS AGREEMENT CREATING THE CENTRAL COAST BLUE REGIONAL RECYCLED
WATER AUTHORITY"; and
2) Determined that adopting the Resolution is not a project subject to the California
Environmental Quality Act (CEQA) because it has no potential to result in either a direct, or
reasonably foreseeable indirect, physical change in the environment. (State CEQA Guidelines,
§§ 15060, subd. (c)(2)-(3), 15378)
9.g Memorandum of Understanding Between the Arroyo Grande Police Department and the
Lucia Mar Unified School District for School Resource Officer Services
1) Approved a Memorandum of Understanding between the City of Arroyo Grande and the Lucia
Mar Unified School District (LMUSD) to share the cost of salary and benefits for one School
Resource Officer (SRO) position in Fiscal Year (FY) 2024-25; and
2) Found that approving the Memorandum of Understanding is not a project subject to the
California Environmental Quality Act (“CEQA”) because it has no potential to result in either a
direct or reasonably foreseeable indirect physical change in the environment. (State CEQA
Guidelines, §§ 15060, subd. (b)(2)-(3), 15378.)
9.h Temporary Use Permit 24-004; Authorization for Sale of Beer and Wine at the 2024

9.i Consideration of Acceptance of the Five Cities Fire Authority Station #1 Emergency
Generator Replacement Project, PW 2021-09
1) Accepted the project improvements as constructed by Electricraft, Inc. in accordance with the
plans and specifications for the Five Cities Fire Authority (FCFA) Station #1 Emergency
Generator Replacement Project, PW 2021-09;
2) Directed staff to file a Notice of Completion; and
3) Authorized release of retention thirty-five (35) days after the Notice of Completion has been
recorded if no liens have been filed.
9.j Consider Traffic Way Bridge Temporary Construction Easement Execution
Authorized the City Manager to fully execute a temporary construction easement (TCE) for
certain real property, more particularly described as Assessor Parcel Number 007-481-011, that
is necessary for the Traffic Way Bridge Replacement Project.

11.a Adopt Resolutions of Approval for the Fiscal Year (FY) 2024-25 Mid-Cycle Budget Update
Report and the 5-Year Capital Improvement Program Budget FY 2024-29
Administrative Services Director Valentine presented the staff report.
Mayor Ray Russom invited public comment. No public comments were received.
Council discussion ensued regarding the budget recommendations. Mayor Pro Tem Guthrie
commented that he will not be supporting the budget due to the recommendation to include
additional staff positions.

1) Adopt a Resolution approving the Fiscal Year 2024-25 Budget and Making Appropriations for
the Amount Budgeted; and

Coast Engineering (NCE) for design services including preparation of plans, specifications, and
engineer’s estimate (PS&E), right-of-way support, construction support, and testing for the
Halcyon Complete Streets Project (Project).
9.f Acceptance of the Highway 101, Linda Drive, and Arroyo Grande Cemetery Easement
Sewer Lining Project, PW 2023-07
1. Accepted the project improvements as constructed by Sancon Technologies, Inc. in
accordance with the plans and specifications for the Highway 101, Linda Drive, and Arroyo
Grande Cemetery Easement Sewer Lining Project, PW 2023-07;
2. Directed staff to file a Notice of Completion; and
3. Authorized release of retention thirty-five (35) days after the Notice of Completion has been

9.h Consider Traffic Way Bridge Temporary Construction Easement Execution
1) Authorized the City Manager to take all actions necessary to fully execute the final two,
negotiated temporary construction easements (TCEs) and associated deeds for certain real
property, more particularly described as Assessor Parcel Numbers 007-482-006 and 006-311-
067, that are necessary for the Traffic Way Bridge Replacement Project; and 2) Found that the
public interest associated with approval of these TCEs outweighs any private benefit.
