SUBJECT: Accept the 2022 Slurry Seal Project, PW 2022-06

RECOMMENDATION:
1) Accept improvements as constructed by American Asphalt South, Inc. in accordance
with the plans and specifications for the 2022 Slurry Seal Project, PW 2022 -06;
2) Direct staff to file a Notice of Completion; and
3) Authorize release of retention thirty-five (35) days after the Notice of Completion has
been recorded if no liens have been filed.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The original bid price for this project was $1,737,575.49. The final contract and change
orders total $1,431,609.48. No field change orders (contingency costs) were expended
on this project. The striping subcontractor corrected all erroneous striping without any
additional cost to the City.
The $305,966.01 reduction in cost between the final cost of this project and the original
bid amount is due largely to a significant decrease in the square footage of digouts that
were needed in the pavement treatment areas and the lack of need for most of the
allowance associated with soil stabilization.
BACKGROUND:
On June 13, 2023, the City awarded a construction contract for the 2022 Slurry Seal
Project to American Asphalt South, Inc. to complete the 2022 Slurry Seal Project, PW
2022-06 in the amount of $1,737,575.49.
The project was deemed substantially complete on August 1, 2024.

ANALYSIS OF ISSUES:
The 2022 Slurry Seal Project involved providing a timely protective coating on over eight
miles of City streets which protects these streets from degradation and more expensive
repairs for up to ten years into the future.
The 2022 Slurry Seal Project was completed to City staff’s satisfaction on August 1, 2024.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Accept the 2022 Slurry Seal Project and authorize release of retention;
2. Do not accept the project;
3. Accept the project but do not authorize the release of retention; or
4. Provide other direction to staff.
ADVANTAGES:
The project is substantially complete and accepting the improvements allows staff to close
out the project. This project involved providing a timely protective coating on over eight
miles of City streets which protects these streets from degradation and more expensive
repairs for up to ten years into the future.
DISADVANTAGES:
No disadvantages have been identified in accepting this project.
ENVIRONMENTAL REVIEW:
The 2022 Slurry Seal Project was previously determined to be categorically exempt from
the California Environmental Quality Act (“CEQA”) under the Class 2 exemption, which
applies to the replacement or reconstruction of existing structures and facilities where the
new structure will be located on the same site as the structure replaced and will have
substantially the same purpose and capacity as the structure replaced. (State CEQA
Guidelines, § 15302.)
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
