SUBJECT: Accept the Swinging Bridge Retrofit Project, PW 2021-06

RECOMMENDATION:
1) Accept improvements as constructed by Cushman Contracting Corporation, in
accordance with the plans and specifications for the Swinging Bridge Retrofit Project, PW
2021-06;
2) Direct staff to file a Notice of Completion; and
3) Authorize release of retention thirty-five (35) days after the Notice of Completion has
been recorded if no liens have been filed.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The final contract and change orders totaled $959,996.35. Field change orders
(contingency costs) of $22,996.35, approximately 2.5%, were expended on this project to
address north fence coating and bridge fencing improvements, both items that we re
deemed necessary but were not included in the original drawings. The original contract
price was $937,000 with a 10% contingency of $93,700.
$500,000 of this project was funded through a federal earmark under the “Community
Project Funding/Congressionally Directed Spending” (CPF/CDS) program, and the
remainder of the project was funded with Measure O 2006 funds.
The project was completed within budget and ahead of schedule.
BACKGROUND:
On January 9, 2024, the City awarded a construction contract for the 2021 Swinging
Bridge Retrofit Project, PW 2021-06 to Cushman Contracting Corporation in the amount
of $937,000.
The project was deemed substantially complete on August 1, 2024.

ANALYSIS OF ISSUES:
This unique and iconic bridge provides safe pedestrian travel to and from the gazebo in
Olohan Alley at the former Short Street (Centennial Park) and Heritage Park. It is well-
loved by residents and is a popular tourist attraction because of its unique design and
span over Arroyo Grande Creek.
The 2021 Swinging Bridge Retrofit Project involved constructing structural improvements,
including new anchor points and abutments, and aesthetic improvements, including
coating and decking replacement.
The 2021 Swinging Bridge Retrofit Project was substantially completed to City staff’s
satisfaction on August 1, 2024. No punch list items remained at that time.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Accept the 2021 Swinging Bridge Retrofit Project and authorize release of
retention;
2. Do not accept the project;
3. Accept the project but do not authorize the release of retention; or
4. Provide other direction to staff.
ADVANTAGES:
The project is substantially complete and accepting the improvements allows staff to close
out the project. Retrofit of the Swinging Bridge removes the 5-person maximum weight
limit and provides a safe non-motorized crossing of Arroyo Grande Creek.
DISADVANTAGES:
No disadvantages have been identified in accepting this project.
ENVIRONMENTAL REVIEW:
The 2021 Swinging Bridge Retrofit Project was previously determined to be categorically
exempt from the California Environmental Quality Act (“CEQA”) under the Class 2
exemption, which applies to the replacement or reconstruction of existing structures and
facilities where the new structure will be located on the same site as the structure replaced
and will have substantially the same purpose and capacity as the structure replaced.
(State CEQA Guidelines, § 15302.)
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
