CC 2023-08-08 Safe Parking_PP Update on Status of the Safe Parking Ordinance 8/22/2024 1 Background Leaders of the local faith community met with staff to discuss safe parking Encouraged staff to allow safe parking as an accessory use to the church, requiring no additional permits Staff acknowledges there are health and safety standards that need to be regulated for the well-being of guests, operators, and neighbors 8/22/2024 2 Study Session Draft ordinance presented to Council on March 14, 2023 for purposes of a study session Defined safe parking, identified zones where allowed, proposed a new permit type, and established performance standards to mitigate potential impacts 8/22/2024 3 Study Session Outcomes Council was supportive of the ordinance and directed staff to revise minor aspects of the ordinance with regards to the level of involvement required from a social service provider Council stressed the importance of a commitment from a social service organization to connect safe parking guests with available resources before moving the ordinance forward 8/22/2024 4 Ordinance Revisions In response to Council direction, the following performance standard was added to the ordinance: In addition to the registration form, the guest must make contact with a local service provider where they can be offered access to support resources and case management services. The guest must provide proof that they made contact with a social service provider within seven (7) days of the initial entry into the Safe Parking Site. 8/22/2024 5 Status of Update The City does not have the commitment from a social service organization to provide resources and benefits to safe parking guests, therefore staff recommends putting this effort on hold Exploring a regional approach that would focus safe parking at a limited number of sites Efficient use of limited resources Consistent standards and expectations 8/22/2024 6 Regional Approach Staff has met with staff from the County’s Social Services Department about a regional approach to safe parking Preliminary discussions – no site have been identified or are being targeted Concentrate limited resources to be focused on one or two sites rather than multiple smaller sites 8/22/2024 7 Planning Commission Update provided to Planning Commission on May 16 No ordinance text was provided for consideration Discussed the regional approach 8/22/2024 8 Staff Recommendation/Next Steps Suspend efforts to adopt a safe parking ordinance due to the inability to secure a commitment from a social services provider Staff will continue to coordinate with the County to establish safe parking solution 8/22/2024 9 8/22/2024 10
