RFSOLUTION NO. 923 "
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE OPPOSING THE PURCHASE OF ADDITIONAL
SAND DUNE PROPERTY BY THE STATE OF CALIFORNIA.
i
WHEREAS, recent articles in local newspapers quote a state official and
others as proposing that large acreages of privately owned lands in south
San Luis Obispo County ~-- beach, sand dune and uplands --~ be acquired by
the State Department of Beaches and Parks, and I
WHEREAS, all of these lands, being privately owned, pay their fair share i
of the county, unified school district and local taxes required to provide
the services needed by the people of this area, and the State's pur.,. _ -
chase of these lands would remove a substantial amount of assessed valuation
from the tax rolls, thereby forcing the already overburdened taxpayers to
shoulder an additional tax load, and
WHEREAS, the State Department of Beaches and Parks already owns con-
~iderable acreage in south San Luis Obispo County which the Department has, !
over a period of many years ownership, failed to improve, or even allow I
open for access and use by the public, the plea always having been that the
State does not have sufficient money, and
WHEREAS, more than 1,000 acres owned by private corporations, now is,
and for some years has been open for public use of the areas not occupied
by the corporations, such use being. without charge to the public, thus demon-
strating that private ownership and public use are compatible and satis- I
factory , and
WHEREAS, some of the privately held lands are in the only south San Luis
Obispo County zone which is zoned for exclusive industrial use, and has been
so zoned for several years, and
WHEREAS, it is feared that if the State takes over the proposed prop-
erty in said industrial zone, other industries, seeking plant sites, would be
frightened away from this area, where more jobs are needed for the people,
by the fact that the State would do as it has done in other locations in
this county, namely, buy acreage and then seek more and more additional acre-
age adjacent to the first large purchase,
NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council of the City
of Arroyo Grande is opposed to any further expansion of the already extensive
State Beach and Park properties in the south San Luis Obispo County area
until such time as the properties already owned shall have been properly im-
proved and developed and opened fully to public use and enjoyment.
On motion of Councilwoman Thompson, seconded by Councilman Schlegel, and
on the following roll call vote, to wi t :
AYES: Council Members Schlegel, Thompson, Wood, Talley and Mayor
Levine.
NOES: None.
ABSENT: None,
the foregoing resolution of January,197l.
