6.a Honorary Proclamation Recognizing November 2024 as "National Native American &
Indigenous Peoples Heritage Month"
Mayor Pro Tern Guthrie presented the Proclamation recognizing November 2024 as "National
Native American & Indigenous Peoples Heritage Month". Mona Tucker, Tribal Chair with yak
tityu tityu yak tithini Northern Chumash Tribe, accepted the Proclamation.

6.b 5Cities Homeless Coalition Operations Update
Janna Nichols, 5Cities Homeless Coalition, provided an update on operations including the
Warming Shelter in Arroyo'Grande; and responded,to questions from.Council.
Council commended 5Cities Homeless Coalition for their work in the community.
No action was taken on this item.
6.c City Manager Communications
City Manager Downing provided information regarding the recent Five Cities Fire Authority Open
House and its attendance; the Halloween Carnival Chaos event; General.Plan mapping survey
on General Plan website planarroyogrande.com; and the fire and law enforcement response to
the Spruce Street incident.
No action was taken on this item.

8. COMMUNITY COMMENTS AND SUGGESTIONS
Mayor Pro Tern Guthrie invited public comment. Speaking from the public were Michael Punsalon,
Marlea Harmon, Gaea Powell. Mayor Pro Tern Guthrie gave commenter Powell three warnings at the
conclusion of the one-minute comment period. Mayor Pro Tern Guthrie called a 5-minute recess in
accordance with Government Code Section 54957.95 regarding disruptions.
The Council went on recess from 6:46 pm - 6:51 pm.
Public comment continued. Speaking from the public were Garry Schmidt, No Name Provided, No
Name Provided. No further public comments were received.
City Attorney Rosen responded to questions from the Council.
9. CONSENT AGENDA
Mayor Pro Tern Guthrie asked the Council if there were any questions or any items to be pulled from
the consent agenda for further discussion. There were none.

9.a Cash Disbursement Ratification
Reviewed and ratified the listing of cash disbursements for the period of September 16 through
September 30, 2024.
9.b Approval of Minutes
Approved the minutes of the Regular City Council Meeting of October 8, 2024, as submitted.
9.c Notice of Award, 2024 Streets Repair Project, PW 2024-01

1)Awarded a construction contract for the 2024 Streets Repair Project to Papich Construction,
Inc. (Papich) for$3,999,889; and
2)Authorized the City Manager to approve change orders of 10% of the contract amount,
$399,989.90, for unanticipated costs during the construction phase of the 2024 Streets Repair
Project.
9.d Accept the 2022 Street Repairs Project PW 2022-05
1)Accepted improvements as constructed by JJ Fisher Construction, Inc., in accordance with
the specifications for the 2022 Street Repairs Project, PW 2022-05;
2) Directed staff to file a Notice of Completion; and
3)Authorized release of retention thirty-five (35) days after the Notice of Completion has been
recorded if no liens have been filed.
9.e Monthly Water Supply and Demand Update
Received and filed the Monthly Water Supply and Demand Update.
9.f General Plan Update Progress Report—October 2024
Received an updated on the status of the Comprehensive General Plan Update project.
9.g Consider Commitment of Grant Authorization to Housing Authority of San Luis Obispo,
for Additional Funding of a 63-Unit Affordable Housing Project at 700 Oak Park Blvd
Adopted a Resolution entitled: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE committing A NOT-TOO-EXCEED AMOUNT OF$630,000,
AUTHORIZING A BUDGET ADJUSTMENT FROM THE AFFORDABLE HOUSING TRUST
FUND IN THAT AMOUNT,AND AUTHORIZING THE CITY MANAGER TO DEVELOP A
GRANT AGREEMENT AND ANY ASSOCIATED DOCUMENTS, WITH THE HOUSING
AUTHORITY OF SAN LUIS OBISPO FOR DESIGN, FUNDING, CONSTRUCTION,AND
MANAGEMENT OFA 63-UNIT AFFORDABLE HOUSING PROJECT AT 700 OAK PARK
BLVD,ARROYO GRANDE";Authorized a budget adjustment request in a not-to-exceed
amount of$630,000 from the Affordable Housing Trust Fund; and Authorized the City Manager
to negotiate a grant agreement and any other associated documents, between the City and
HASLO, establishing the terms of the grant for a total commitment and not-to-exceed amount of
$630,000.

11. BUSINESS ITEMS
11.a Active Transportation Plan Progress Report
Community Development Director Pedrotti introduced the item. Jacob Leon, KTU&A Consultant,
presented the report. Director Pedrotti and Mr. Leon responded to questions from the Council.
Mayor Pro Tern Guthrie invited public comment. Speaking from the public were No Name
Provided,Aileen Loe. No further public comments were received.

Council provided comments on the Plan including adopting the Plan and adding to the Capital
Improvement Program; including The Pike in the Plan; emphasizing safe commuting for
students at the high school; and emphasizing a further look at Grand Ave safety.
No action was taken on this item.
12. COUNCIL COMMUNICATIONS
Mayor Pro Tern Guthrie commented on his attendance at the League of California Cities Annual
Conference.
13. ADJOURNMENT
There being no further business to come before the City Council, Mayor Pro Tern Guthrie adjourned the
meeting at 7:37 pm.
