This City Council meeting is being conducted in a hybrid in-person/virtual format. Please be advised that while

9.CONSENT AGENDA
The following routine items listed below are scheduled for consideration as a group. The
recommendations for each item are noted. Any member of the public who wishes to comment on
any Consent Agenda item may do so at this time. Any Council Member may request that any item be
withdrawn from the Consent Agenda to permit discussion or change the recommended course of
action. The City Council may approve the remainder of the Consent Agenda on one motion.
9.a Cash Disbursement Ratification

Recommended Action:
Review and ratify the attached listing of cash disbursements for the period of October 1
through October 15, 2024.
9.b Statement of Investment Deposits for September 2024

Recommended Action:
Receive and file the attached report listing investment deposits of the City of Arroyo Grande
as of September 30, 2024, as required by Government Code Section 53646(b).
9.c Approval of Minutes

Recommended Action:
Approve the minutes of the Regular City Council Meeting of October 22, 2024, as
submitted.
9.d Agreement with GSI Water Solutions, Inc. for the Preparation of the Northern Cities
Management Area Annual Report and Monitoring Program for the Years of 2024 through
2026

Recommended Action:
Approve an agreement with GSI Water Solutions, Inc. for an amount not to exceed
$217,960, which includes a 9% contingency and authorize the City Manager or designee to
execute the Professional Services Agreement for the preparation of the 2024, 2025, and
2026 NCMA Annual Report and Monitoring Program subject to any minor, technical, or non-
substantive changes as approved by the City Manager in consultation with the City
Attorney.
9.e Authorize the Village Holiday Parade and Jingle Bell Dash on December 1, 2024 (TUP 24-
008) and Find the Action Categorically Exempt from CEQA

Recommended Action:
1) Adopt a Resolution approving Temporary Use Permit 24-008 authorizing the closure of
streets and the Arroyo Grande Village Holiday Parade and Jingle Bell Dash to take place in
the Village; and
2) Find the action exempt from CEQA pursuant to Section 15304 of the CEQA Guidelines.

10.a Amendments to Title 16 of the Arroyo Grande Municipal Code Regarding Accessory
Dwelling Units

Recommended Action:
1) Introduce the Ordinance amending Title 16 of the Arroyo Grande Municipal Code
(AGMC) relating to Accessory Dwelling Units and Junior Accessory Dwelling Units; and
2) Find that the proposed Ordinance is statutorily exempt from review under the California
Environmental Quality Act (“CEQA”) under Public Resources Code section 21080.17
10.b Resolution Revising the Conditions of Approval for Plot Plan Review 23-001 Which
Approved the Installation of One (1) Domestic Well on Property Zoned Planned
Development (PD); Applicant – Michael Harris; Representative – Richard Burde, SLO Civil
Design

Recommended Action:
1) Adopt a Resolution revising the conditions of approval of Plot Plan Review 23-001,
which approved the installation of one new domestic well on an unaddressed property on
Noyes Road (APN: 007-781-055) northeast of the intersection of Noyes Road and
Equestrian Way (“Project”); and
2) Determine that the Project, with the proposed revised conditions, is categorically
exempt from CEQA under the Class 3 exemption, which applies to the construction and
location of limited numbers of new, small facilities or structures; installation of small new
equipment and facilities in small structures; and the conversion of existing small structures
from one use to another where only minor modifications are made in the exterior of the
structure. (State CEQA Guidelines, § 15303.).
11.BUSINESS ITEMS
11.a Request from South County Sanitary Service for Integrated Solid Waste Collection Rate
Adjustment Effective January 14, 2025
Recommended Action:
1) Review the Integrated Solid Waste Collection Rate Adjustment request;
2) Set a public hearing for January 14, 2025, to consider adjusting the waste collection
services rates to be effective January 14, 2025, and each January 1 from 2026 through
2029; and
3) Direct staff to prepare and distribute a Proposition 218 notice for a public hearing
scheduled for January 14, 2025, for the proposed waste collection services rate
adjustment.
12.COUNCIL COMMUNICATIONS
Any Council Member may ask a question for clarification, make an announcement, or report briefly
on his or her activities. In addition, subject to Council policies and procedures, Council Members
may request staff to report back to the Council at a subsequent meeting concerning any matter or
request that staff place a matter of business on a future agenda. Any request to place a matter of
business for original consideration on a future agenda requires the concurrence of at least two other
Council Members.

13.ADJOURNMENT
All staff reports or other written documentation, including any supplemental material distributed to a
majority of the City Council within 72 hours of a regular meeting, relating to each item of business on
the agenda are available for public inspection during regular business hours in the City Clerk’s office,
300 E. Branch Street, Arroyo Grande. If requested, the agenda shall be made available in
appropriate alternative formats to persons with a disability, as required by the Americans with
