MINUTES
REGULAR MEETING OF THE CITY COUNCIL
TUESDAY, NOVEMBER 26, 1991
CITY COUNCIL CHAMBERS, 215 EAST BRANCH STREET
ARROYO GRANDE, CALIFORNIA
The City Council of the City of Arroyo Grande met at 7:30
P.M., with Mayor Mark M. Millis presiding.
1. & 2. FLAG SALUTE AND INVOCATION
Mayor Millis led the Pledge of Allegiance to our Flag, and the
Rev. James Wickstrom of Berean Bible Church delivered the
Invocation.

3. ROLL CALL
Present were Mayor Millis and Council Members A. K. "Pete"
Dougall, M. P. "Pete" Gallagher, Gene Moots and B'Ann Smith. Staff
members present were City Manager Chris Christiansen, City Attorney
Judy Skousen, City Clerk Nancy Davis, Acting Public Works Director
Dave Mulkey and Deputy Public Works Director Avelino Lampitoc.
4. ORAL COMMUNICATIONS
None.
5. CONSENT AGENDA
It was moved by Smith/Dougall, and the motion passed to
approve Consent Agenda items 5.A. through 5.E.. I with the
recommended courses of action and a correction to item 5.D.
5.A. October 17,1991, City Council Minutes. Approved.
5.B. October 19, 1991, City Council Minutes. Approved.
5.C. October 21, 1991, City Council Minutes. Approved.
5.D. October 22, 1991, City Council Minutes. Approved with
correction on Page 5, Paragraph 3, changing Moots to Dougall.
I 5.E. October 21, 1991, Parking and Traffic Commission Minutes.

6. REGISTER OF CHECKS
It was moved by Dougall/Smith, and the motion passed to
approve the Cash Disbursements in the amount of $531,396.13, as
listed in the November 20, 1991 Staff Report of Finance Director
David Bacon.
7.A. HOOK RAMPS AT CAMINO MERCADO
Deputy Public Works Director Lampitoc reported that work on
the Oak Park intersection will begin after the holidays. Mayor
Millis directed staff to be in contact with the Department of
Transportation frequently to see that work begins as soon as 1
I possible.
7.B. UPDATE ON COUNTY PROJECTS AFFECTING THE CITY I
No Report.
8.A. APPOINTMENT OF EDWARD COX TO THE PARKING AND TRAFFIC
COMMISSION: TERM EXPIRES JUNE 30. 1992 (REPLACING FORMER MEMBER
JULIE GROVES. WHO WAS APPOINTED TO THE PLANNING COMMISSION)
Mayor Millis nominated Mr. Cox to be a member ,of the Parking
and Traffic Commission, and Council Members approved.
8.B. RESOLUTION AUTHORIZING THE DEPOSIT OF CITY FUNDS IN VARIOUS
LOCAL BANKS AND SAVINGS INSTITUTION
It was moved by Dougall/Smith (5-0-0, Dougall, Smith,
Gallagher, Moots and Millis voting aye) to approve Resolution No.
2898 Authorizing the Deposit of City Funds in Various Local Banks
and Savings Institutions.

8.C.1. RESOLUTION ESTABLISHING A SCHOOL BUS LOADING AND UNLOADING
ZONE ON A PORTION OF ALDER STREET (ALDER STREET FRONTAGE OF
MARGARET HARLOE SCHOOL)
Mayor Millis said he may have a conflict of interest on this
matter and left the room. Mayor Pro Tem Moots presided.
It was moved by Dougall/Smith (4-0-1, Dougall, Smith,
Gallagher and Moots voting aye, Millis absent) to approve
Resolution No. 2899 Establishing a "School Bus Loading and
Unloading" Zone on a Portion of Alder Street (Alder Street Frontage
of Margaret Harloe School).
Mayor Millis returned to the dais.
"- 8.C.2. RESOLUTION ESTABLISHING A NO PARKING ZONE ON BOTH SIDES OF
THE ASPHALT BERM AT THE PARK AND RIDE LOT ON EL CAMINO REAL
It was moved by smith/Dougall (5-0-0, Smith, Dougall,
Gallagher, Moots and Millis voting aye) to approve Resolution No.
2900 Establishing a No Parking Zone on a Portion of El Camino Real
(Park and Ride Lot) (Municipal Code Sec. 2-7.04)
8.0. COUNCIL APPOINTMENTS TO THE ZONE 3 ADVISORY BOARD AND THE
WATER RESOURCES ADVISORY BOARD
It was moved by Dougall/Moots, and the motion passed to
appoint council Member Gallagher to the Zone 3 Advisory Board and
the San Luis Obispo County Water Resources Advisory Board.
9. WRITTEN COMMUNICATIONS
None.
10. ORAL COMMUNICATIONS
None.
11. CLOSED SESSION
On the unanimously approved motion of Dougall/Moots, the
Council adjourned at 7:41 P.M. to a Closed Session pursuant to
Government Code Section 54956.9(a) Pending Litigation, Coker
Ellsworth and Vic Pace Construction Co., Inc. v. City of Arroyo
Grande, San Luis Obispo County Superior Court Case No. 68739 and
Case No. 60060.
12. ADJOURNMENT
The Council reconvened at 8:10 P.M., and on the unanimously
approved motion of Smith/Moots, immediately adjourned.
