Minutes 1991-06-11 407 I , I I I MINUTES I REGULAR MEETING OF THE CITY COUNCIL TUESDAY, JUNE 11, 1991 CITY COUNCIL CHAMBERS, 215 EAST BRANCH STREET ARROYO GRANDE, CALIFORNIA The city Council of the City of Arroyo Grande met at 7:30 P.M., with Mayor Mark M. Millis presiding. 1- & 2. FLAG SALUTE AND INVOCATION Mayor Millis led the Pledge of Allegiance to our Flag, and the Rev. Robert Banker of Open Door Church of Oceano delivered the invocation. 3. ROLL CALL Present were Mayor Millis and Council Members A. K. "Pete" Dougall, Gene Moots, Doris Olsen and B'Ann smith. Staff Members present were City Manager Chris Christiansen, city Attorney Judy \..-. Skousen, city Clerk Nancy Davis, Public Works Director Paul Karp and Chief of Building and rire Doug Hamp. 4. ORAL COMMUNICATIONS None. 5. CONSENT AGENDA council Member Dougall spoke about Consent Agenda Item 5.E., and noted that the Environmental Impact Report referred to will be printed on Recycled Paper. It was moved by smith/Moots, and the motion passed, to approve Consent Agenda Items 5.A. through 5.G. , with the recommended courses of action. 5.A. May 28, 1991, City Council Minutes. Approved. 5.B. June 5, 1991, Senior Advisory Commission Minutes. Information. S.C. May, 1991, Investment Report. Information. S.D. Final payment, Construction of Signal System for Pedestrian crossing, Grand Avenue, Mid-Block Between Alder street and Brisco Road; Project No. AG 90-238. Accepted and Authorized. 5.E. Authorization for Mayor to sign Contract with Denise Duffy and Associates to Prepare EIR for Specific Development Plan and Tentative Tract Map 1998 in Rancho Grande. Authorized. 5.F. Electrical construction; Police Department: Budgeted Item. Approved. 5.G. Purchase of Vehicle-Victim Rescue Tool; Fire Department; BUdgeted Item. Approved. 6. REGISTER OF CHECKS It was moved by Dougall/Olsen, and the motion passed to approve Cash Disbursements totalling $392,161.23, as listed in the June 6, 1991 Staff Report of Finance Director David Bacon. 7.A. CONTINUATION OF PUBLIC HEARING - RECONSIDERATION OF DRAINAGE IMPROVEMENT CONDITIONS PLACED ON WALNUT VIEW ESTATES PROJECT: LOT SPLIT CASE NO. 85-408: SOUTH OF CHERRY AVENUE BETWEEN LOS OLIVOS LANE AND BRANCH MILL ROAD: COKER ELLSWORTH AND VICK PACE city Attorney Skousen said the applicant had requested that this item be continued to June 25, 1991- She recommended that the item be taken off the Council calendar. She said the city is meeting with the property owner in an attempt to resolve the issues. STATE WATER PROJECT - PRESENTATION BY CLINT MILNE. COUNTY ENGINEER Mr. Milne gave a history of the State Water Project. He said in San Luis Obispo County, as part of the project, there would have to be a regional water treatment plan, spur lines to the north and coastal areas and a short spur line from the Lopez water line. He discussed how the various entities in Santa Barbara and San Luis Obispo Counties voted on the State Water issue. He said the Environmental Impact Report had been completed on the project, and 1 Arroyo Grande would have to make a decision by December I, 1991. , He said the matter of a Nacimiento Water Supply Project also may be i studied. I Mayor Millis said the. Council had decided some time ago to hold an election on State Water in a year when there would be high voter turnout. He said in November, 1992 there will be a Presidential election, the election of two united State Senators, and ballot measures. He said in November, 1991 State Water would be the only issue on the ballot for Arroyo Grande. He said a 10 to 15 percent turnout is not a true reflection of the community. He said the city is not far from having enough water, and only a few hundred acre feet is needed to complete maximum buildout. He said the city is drilling for water in the Oak Park area, and is looking into a desalination plant and waste water reclamation. There were Council questions of Mr. Milne, and a discussion of the adjudication of the Arroyo Grande sub-unit of the Santa Maria Ground Water Basin. Council Members smith and Dougall said the Council may be taking the State Water option away from the voters by waiting until 1992 for an election. They said 1992 may be too late for Arroyo Grande to participate in the project. Council Member Olsen asked about the cost of a special election, and Mr. Christiansen said $7,000 to $10,000. Council Member Olsen said a true and accurate figure for the State Water costs is needed. Mr. Milne said the EIR contains those figures. Council Member Moots said, based on what he has heard on the EIR and the 1991 low voter turnout, he would be against taking State Water. He said there are uncertainties concerning reliability and availability. He said the City would have to pay for contracted water whether it was needed or not. Mr. Milne introduced the Deputy County Engineer Glen Priddy. It was moved by Smith/Dougall (2-3-0, Smith and Dougall voting -, aye; Olsen, Moots and Millis voting no) to have an election on I State Water in November, 1991. The motion failed. I 8.B. HOOK RAMPS AT CAMINO MERCADO No report. S.C. UPDATE ON COUNTY PROJECTS AFFECTING THE CITY No report. 8.0. SOLID WASTE TASK FORCE Council Member Dougall said the task force came to no real conclusions at the last meeting. He said the members are trying to find out if the consultant is coming up with innovative ideas to reduce the waste stream by 25 percent, a requirement of AB 939. 2 -------- --,---- 409 CITY COUNCIL MINUTES JUNE 11. 1991 9.A. FIRE DEPARTMENT PROVISIONAL MANNING Mr. Christiansen recommended that the Council increase the i hourly compensation of provisional manning personnel from the I present $6.00 to $10.00 per hour to make it easier to recruit Fire Department response personnel to work between 8:00 A.M. and 5:00 P.M. Mondays through Fridays. He said the $6.00 hourly wage was not competitive. Council Members questioned Mr. Christiansen on the status of the personnel and cost of the program. Chief Hamp said this is an enhancement effort to recruit people to work in the daytime. He said while they are at work, they will be learning fire procedures or out doing inspections. \- It was the consensus of the council that Mr. Christiansen's recommendation be approved, but that the Council be kept informed of the progress of the provisional manning every two months. 9 . B. AGREEMENT BETWEEN CITY OF GROVER CITY AND SOUTH SAN LUIS OBISPO COUNTY SANITATION DISTRICT city Attorney Skousen said the contract needs to be updated. She recommended that the Council discuss the agreement conceptually and that she work out any legal concerns with the Attorney for the sanitation District. Council Member Dougall referred to his memorandum of June 6, 1991. He said from the District's standpoint, the board is satisfied that all of the past reasons for the prolonged dialogue have been mitigated. He said the agreement looks good and covers the major issues that concerned Arroyo Grande. He said John Wallace, District Administrator, was in the audience and would answer questions. council Members asked questions of Mr. Wallace and Ms. Skousen. Mayor Millis said one of the main issues has been Grover City buying into the plan and paying its fair share. He said it is desirable to have Grover city as a member of the District Board. It was moved by Smith/Dougall, and the motion passed to approve conceptually the Agreement for Sale and Purchase of Capacity and for Operation and Maintenance of Sewage Facility, dated June 1, 1991, with the provision that the City Attorney work with the District's Attorney to update the document. Mayor Millis requested that council Member Dougall keep in mind the Council's comments and concerns while serving on the Board. Ms. Skousen said she would try to bring the Agreement to the next council meeting. 10. WRITTEN COMMUNICATIONS None. 11. ORAL COMMUNICATIONS SUPERVISOR RUTH BRACKETT said SB 2557 may be repealed, but San Luis Obispo County may not benefit because it had not adopted the fees for 1990-1991. She said the Task Force opposing the bill .would be meeting to decide how to respond to the State. Supervisor Brackett commended the council for its swift decision on the City budget. She said the county had postponed adopting its budget from June to August, 1991. JIM MC GILLIS said he would like to discuss a ball park with the Council, and Mayor Millis said the item would have to be placed on the next agenda.
