Minutes 1990-10-23 ------ ---. ~-----------.-------~------_.-_._-,_._._-_.- ----. ---- ~------- 3;22.. -, MINUTES REGULAR MEETING OF THE CITY COUNCIL TUESDAY, OCTOBER 23, 1990 CITY COUNCIL CHAMBERS, 215 EAST BRANCH STREET ARROYO GRANDE, CALIFORNIA The city Council of the city of Arroyo Grande met at 7:30 P.M., with Mayor Mark M. Millis presiding. FLAG SALUTE AND INVOCATION Mayor Millis led the Pledge of Allegiance to our Flag, and the Rev. Robert Banker of Oceano Open Door Church delivered the invocation. ROLL CALL I Present were Mayor Millis and Council Members A.K. "Pete" I Dougall, B'Ann Smith and Doris Olsen. Council Member Gene Moots was absent. Staff members present were city Manager Chris Christiansen, Assistant city Attorney Deborah Schulte, Planning Secretary Pearl Phinney, Public Works Director Paul Xarp and Police Chief Rick TerBorch. ORAL COMMUNICATIONS None CONSENT AGENDA 5.A. Mayor Millis read a proclamation proclaiming October 21 - 28, 1990 as "Red Ribbon Week", and presented it to Officer Sherrie Heath of the Arroyo Grande Police Department. 5.B. support for Proposition 149, the California Park, Recreation and Wildlife Enhancement Act of 1990 (as recommended by the Parks and Recreation Commission). After discussion it was Council's decision to take no action on this item. 6. REGISTER OF CHECKS It was moved by Smith/Dougall, and the motion passed; to approve the cash disbursements in the amount of $597,673.60, as contained in the October IS, 1990 Staff Report of Finance Director David Bacon. 7.A. PUBLIC HEARING - CONSTRUCTION OF A 2S.233-S0UARE FOO~ .sJ\.NCTUARY /CHRISTIAN EDUCATION BUILDING AND A 13. 814-S0UARE FOOT ~LLOWSHIP HALL ON A 10.S-ACRE SITE: 1} PLANNED DEVELOPMENT REZONE CASE 90-03: 2\ SPECIFIC DEVELOPMENT PLAN: 3) ARCHITECTURAL REVIEW CASE 89-427: 4} CERTIFICATION OF EIR AND ADDENDA: SOUTHWEST CORNER OF JAMES WAY AND RODEO DRIVE: GRACE BIBLE CHURCH. Because of a lack of a quorum that can vote on this item, the hearing was continued to November l3, 1990. 8.A. HOOK RAMPS AT CAMINO MERCADO No Report. l S.B INTERSECTION IMPROVEMENTS AT WEST BRANCH STREET/GRAND AVENUE/TRAFFIC WAY AND WESLEY STREET. No Report. S.C. UPDATE ON COUNTY PROJECTS AFFECTING THE CITY No Report. 8.D WIDENING ON NORTHWESTERLY FRONTAGE OF TALLY HO ROAD BETWEEN 191 AND 199. Mr. Christiansen referred to the October 15, 1990 memo of Public Works Director Paul Karp, and said that to widen the area would cost approximately $100,000. Mr. Christiansen said that funding has not been budgeted for this project for this fiscal year. S.E. PROPERTY TRANSFER - FIVE ACRES. Because of a possible conflict of interest Mayor Millis and Council Member Dougall left the room. Assistant City Attorney . ~ 323 CITY COUNCIL MINUTES OCTOBER 23, 1990 Deborah Schulte said that all of the attorneys have signed the settlement agreement, and the title company will notify the City when the principals have signed the escrow instructions. Mayor Millis and Council Member Dougall returned to the room. 9.A. APPOINTMENT OF JAMES FOGARTY TO THE TEEN ADVISORY COMMITTEE Council voted unanimously to appoint James Fogarty to the Teen Advisory Committee. i 9.B APPOINTMENT OF HEATHER HOEKMAN TO THE TEEN ADVISORY COMMITTEE , Council voted unanimously to appoint Heather Hoekman to the I Teen Advisory Committee. 9.C. APPOINTMENT OF DANIEL JONES TO THE TEEN ADVISORY COMMITTEE Council voted unanimously to appoint Daniel Jones to the Teen Advisory Committee. 9.D. APPOINTMENT OF DONNA PED TO THE TEEN ADVISORY COMMITTEE Council voted unanimouslY to appoint Donna Ped to the Teen Advisory Committee. 9.E. RESOLUTION ESTABLISHING A "NO PARKING" ZONE ON A PORTION OF SOUTH ALPINE STREET Mr. Karp read the title of the resolution. It was moved by Dougall/Smith (4-0-1, Dougall, Olsen, Smith and Millis voting aye, Moots absent) to approve Resolution No. 2427, establishing a "No Parking" zone on a portion of South Alpine Street. 9.F. SECOND CROSSING GUARD FOR HARLOE ELEMENTARY SCHOOL: NON- BUDGETED ITEM: POLICE DEPARTMENT Because of a possible conflict of interest Mayor Millis left the room. Mr. Christiansen referred to the October 10, 1990 memo of Police Chief Rick TerBorch which recommended that an additional crossing guard be placed at Halcyon and Fair Oaks to protect the children. It was moved by Dougall/Smith, and the motion passed to approve the recommendation , Mayor Millis returned to the room. 10. WRITTEN COMMUNICATIONS , None 11. ORAL COMMUNICATIONS Ci ty Manager Christiansen presented a memo to the Council regarding the Water POlicy for temporary use of water (from City fire hydrants) outside the City limits. Mayor Millis said that the item should be considered an emergency item. It was moved by r Olsen/Dougall (4-0-1, Dougall, Olsen, Smith and Millis voting aye, ! Moots absent) to place the item on the agenda. I I After discussion it was moved by Dougall/Olsen, and the motion I carried to approve the Water Policy which prohibits the sale of water to all projects outside the City's corporate limits. 12.
