ORDINANCE NO. 214
AN ORDINANCE OF THE CITY OF ARROYO GRANDE
ESTABLISHING A PARKING COMMISSION AND DE-
FINING THE ORGANIZATION, POWERS AND DUTIES
THEREOF.
The City Council of the City of Arroyo Grande does ordain as follows:
SECTION I. Created
A parking Commission of the City is hereby created which Commission shall con-
sist of three (3) members, all of whom shall be appointed by the Mayor with the
approval of the City Council, and shall be qualified electors and property owners
in the City, but not officials or employees of the City.
SECTION 2. Members, Term of Office
Of the members of the Parking Commission first appointed as hereinabove speci-
fied, one shall be appointed for a term of one year; one shall be appointed for a
term of two years and one shall be appointed for a term of three years. Their suc-
cessors shall be appointed for terms of three years.
If a vacancy shall occur otherwise than by expiration of term, it shall be
filled by the appointment of the Mayor with the approval of the City Council for
the unexpired portion of the term.
SECTION 3. Meetinqs
The Parking Commission shall meet at least once every six (6) months upon a
day, at a time, and in a place designated from time to time by resolutions adopted
by the Council, and at such other times as such Commission may deem necessary or
advisable.
SECTION 4. Powers and Duties of Commission
The Parking Commission shall have the powers, duties, jurisdiction and author-
ity, all as now or hereafter provided, and in addition shall have the following
powers and duties:
(a) Act in an advisory capacity to the Council in all matters pertaining
to vehicle parking districts established within the City under Part 4, Division
18 of the Streets and Highways Code of the State of California.
(b) Serve in an advisory capacity to the Council and the City Administrator
in all matters pertaining to public off and on-street vehicle parking.
(c) Make recommendations to the Council and the City Administrator with re-
spect to the provisions in the annual budget for public vehicle parking facil-
ities.
(d) Prepare and recommend to the Council and the City Administrator policies
for the acquisition, development and improvement of public parking facilities.
(e) Perform such other duties relating to vehicle parking matters as may be
prescribed by the Council.
SECTION 5.
This Ordinance shall be in full force and effect thirty (30) days after its
passage, and within fifteen (15) days after its passage it shall be publ ished
once, together with the names of the Councilmen voting thereon, in the Arroyo
Grande Herald-Recorder.
On motion by Councilman McNeil, seconded by Co~ncilman Burt, and on the
following roll call vote, to-wit:
