ORDINANCE NO. 191
AN ORDINANCE OF THE CITY OF ARROYO
GRANDE ESTABLISHING A PARK AND
RECREATION COMMISSION AND DEFINING
THE ORGANIZATION, POWERS AND DUTIES.
The City Council of the City of Arreyo Grande does ordain as follows:
SECTION 1. Establishment of Commission.
There shall be and is hereby created a Parks and Recreation
Commission composed of five members, both men and women.
SECTION 2. Qualifications.
The members of said commission shall be qualified electors
of the City of Arroyo Grande and shall serve without compensation.
The members of said commission shall include five members of the
public who shall hold no other public office in the City of Arroyo
Grande. A member of the City Council appointed by the Mayor shall
serve ex officio on the Commission without a vote,
SECTION 3. Terms of Office and Vacancies.
(a) Members of the Commission shall serve for a period of
three years, beginning on July 1, except that the term of the
member of the City Council shall terminate upon the vacation of his
membership on the City Council. The terms of two members shall
expire on June 30. 1965, and every three years thereafter; and the
terms of the three other members shall expire on June 30, 1966, and
every three years thereafter. Vacancies in said Commission occurr-
ing otherwise than by expiration of term shall be filled in the
manner herein set forth for appointments; all members shall serve
at the pleasure of the City Council.
SECTION 4. Appointments.
Appointments for the Commission and the filling of vacancies
shall be made by vote of the City Council after nomination by the
mayor. Vacancies shall be filled for the unexpired term only.
SECTION 5. Organization.
(a) At its first regular meeting following the annual appoint-
ments, the members of the Commission shall elect a chairman and a
vice-chairman, who shall hold office for one year. Their duties
shall be such as are usually carried by such officers.
(b) The Commission shall adopt rules and regulations to
govern procedure and shall by resolution set a time for regular
meetings which will be held at least once a month.
(c) A majority of members shall constitute a quorum.
(d) Absence from three (3) consecutive regular meetings,
without formal consent of the Commission shall be deeMed to con-
stitute the retirement of such member and the position delcared
vacant.
(e) The City Administrator shall appoint a secretary to the
commission who shall maintain accurate minutes of the activities
of the Commission.
SECTION 6. Duties and Responsibilities.
The duties and responsibilities of the Parks and Recreation
Commission shall be to:
1. Act in an advisory capacity to the City Council and
Recreation Director in all matters pertaining to parks and public
recreation and to cooperate with other governmental agencies and
civic groups in the advancement of sound park and recreation planning
and programminf'
2. Formu ate policies on recreation.services for approval
by the City Council. .
3. Meet with the City Council in April and in October of each
year to discuss proposed policies, programs, budgeting, future
needs or other matters requiring joint deliberation.

4. Advise the City Administrator as to the minimum quali-
fications for the position of Recreation Director; formulate a
job description for the position; and recommend one or more candi-
dates for appointment to the position.
5. Advise with the Recreation Director on problems of
administration, development of recreation aTeas, facilities, pro-
grams and improved recreation services.
6. Recommend the adoption of standards on organization,
personnel; areas ahd facilities, program and financial support.
7. ~ke periodic inventories of recreation services that
exist or may be needed and interpret the needs of the public to
the City Council and to the Recreation Director.
8. Aid in coordinating the recreation services with the
programs of other governmental agencies and vo11xntary organizations.
9. Make periodic appraisals of the effectiveness of the
Recreation Director and staff in administering the program.
10. Interpret the policies and functions of the Recreation
and Parks Department to the public.
11. Advise the Recreation Director in the ~reparation of the
annual Parks and Recreation budgets and a long-range recreation
capital improvement program.
12. Submit annually in April, a budget for the succeeding fis-
cal year to the City Council for its approval in whole or in part.
Said budget should provide not only for recreation services, park
maintenance and operating costs for the ensuing year, but should
also contain estimates and recommendations for such long-term
capital outlay as may be necessary to provide for an orderly and
coordinated development program.
13. Adopt rules and regulations for use of recreation areas
and facilities in accordance with ordinances of the City.
SECTION 7. Recreation Department.
The Recreation Department is hereby established for the City
of Arroyo Grande.
The functions of this Department are to provide opportunities
for wholesome, year-round public recreation service for each age
group and to develop and maintain in an attractive and safe manner
the recreation areas and facilities of the City. .
SECTION B. Recreation Director.
The City Administrator shall appoint, upon the recommendation
of the Parks and Recreation Commission, a Recreation Director to
administer the parks and recreation program, under the direction
of the City Administrator.
(a) The Recreation Director shall attend meetings of the
Commission and shall make such reports to the Commission or to the
City Council as shall be required.
(b) The Recreation Director shall:
1. Recommend to City Administrator required part~time
personnel, such as assistants, supervisors, leaders.
2. In cooperation with the Public Works Director shall
administer, operate and maintain existing park and
recreation areas and facilities and plan for the acquisi-
tion, development and operation of the proposed
facilities in accordance with policies approved by the
Parks and Recreation Co~~ission and th~ City Co~cil.
3., Inform the general public of the services and
facilities being provided by the Parks and Recreation
Departments.
4. Solicit suggestions from the general public to
improve or increase the effectiveness of the service.
5. Cooperate with gcvsrnmental and voluntary organi-
zations and agencies in the furtherance of recreation
opportunities.
6. Prepare manuals, blll1E'.tins, and reviews on recreation
problems.

7. Provide, upon request, assistance of a technical
nature to community agencies and organizations having
problems relating to recreation and park areas and
facilities and,programs.
8. Counsel with officials of public and private or-
ganizations and interested groups concerning community
recreation and leisure activities and assist them in
the promotion of recreation services.
9. Conduct studies of local conditions and n~eds for
recreation services and assist ,with recruitme:1t and
training of recreation personnel.
10. Prepare a recreation budget, and with the cooperation
of the Public Works Director, a park budget, for the
approval of the Parks and Recreation Commission and the
City Council.
