MARCH 9, 1982
The City Council met in regular session with Mayor Pope presiding. Upon
roll call, Council Members B'Ann Smith, Karl A. Hogan, Mark.M; Millis
and Lawrence E.. Vandeveer reported present.
PLEDGE OF ALLEGIANCE
Council Member Smith'led the Pledge of Allegiance to our Flag.
Thereafter, Council Member Millis dexivered the invocation.
APPROVAL OF MINUTES
On motion of Council Member Vandeveer, seconded by Council Member
Hogan, it was unanimously voted.to approve the minutes of February 23, 1982.

On motion of Council Member Vandeveer, seconded by Council Member
Hogan, Demand Warrants #16991 through #17062 and. #P0332.through #P0350 in
the amount of $154,983.22 and Payroll Warrants #21835 through #21935 in the
amount of $51,877.45 were approved and ordered paid.
CONSENT AGENDA ITEMS
On motion of Council Member Millis, seconded by Council Member
Vandeveer, the Consent Agenda Items were approved with the recommended courses

PROPOSED APPRAISAL OF NEW FIRE STATION AND ADDITION TO'''COMMUNITY CENTER Ui,
Finance Director Bacon 'stated that Industrial Appraisal Company,
which conducted the original appraisal work years ago of, City buildings,
and which has made revaluation updates each year since for new reproduction
costs and sound values, has presented a cost proposal of $1,110 for the new
appraisal work. Engaging this firm buys the City after~fire re-appraisal
of losses. If another appra'iser's field' work is simply reported to Industrial
Appraisal for annual revaluation update purposes, Industrial Appraisal will
not come on-site for an after;fire loss determination. The annual revaluation
costs will now increase by $125 from $158 to $238 and has been at $158 for
many years. He recommended that Council authorize Industrial Appraisal
Company to conduct the appraisal of the new fire station and the new addition
to the, Community Building. Council Member Smith questioned the necessity
of using Industrial Appraisal Company. Mr. Bacon explained that it may cost
approximately the same to hire another company~which would have to
re-appraise all City buildings. He added that this is the first time an
annual increase has been made. On motion of Council Member Vandeveer,
seconded by Council Member Smith, it was passed to authorize the expenditure
of $lillO to Industrial Appraisal 'Company ,to appraise the new fire station
and the new addition to the 'Community Building. Council Member Hogan dissented.
PUBLIC HEARING ON APPEAL OF PLANNING COMMISSION'S DECISION RE: CASE NO. '82-373,
MARTIN POOLE AND THOM HEAD, MINOR SUBDIVISION TO CREATE TWO PARCELS, PROPERTY
LOCATED OFF ,FLORA ROAD AND BRANCH MILL ROAD
Mayor Pope stated that a letter has been received from Mr. Poole and
Mr. Head requesting a' continuance' of their hearing t'o April 13 i' 1982. "'.
Administrator Sheldon stated that Council may 'continue this hearing to any
date between now and April 13, however, Council must consider the appeal within
30 days of the 'filing of the appeal. Attorney Shipsey recommended that Council
open the public hearing to take testimony from anyone who cannot be'present
on April 13. The hearing having been properly noticed and publi'shed,' Mayor
Pope opened it for comment. Therebeing none, the hearing was closed. On
motion of Council Member 'Vandeveer, seconded Iii' ccnincl,1: Member' liogan';' 'it was
unanimously voted to continue the public hearing to April 13, 1982.

RESOLUTION'lUiTHOR!ZING"SPECIFIC CITY ,PERSONNEL TO ACQUIRE FEDERAL SURPLUS
PROPERTY FROM CALIFORNIA STATE AGENCY FOR SURPLUS PROPERTY' ON BEHALF OF CITY
Administrator Sheldon stated that the Department of Education is U!i,
requesting adoption of the appropriate resolution in order for the City to
continue its participation in the surplus prpperty acquisition program.
The resolution will authorize the City Administrator, Director of Public Works,
Public Works Superintendent, Police Chief, and Fire Chief to make purchases
on nehalf of the City under the requlations of the-,program. Attorney Shipsey

seconded by Council Member" Hogan, it was unanimously-voted to dispense with

Administrator Sheldon explained that on January 17, 1971 the
City Council adop~ed, Resol~tion NO.,919, ?~o~t_ing,rules and regulations
regarding ,emp~oyee-employer relations., One of the portions, of that

a municipal employee relations officer. This action has never been taken

REQUEST/RECOMMENDATION BY DIRECTOR OF PUBLIC WORKS FOR COUNCIL APPROVAL
TO CALL FOR BIDS ON SIDEWALK INSTALLATION WITHIN'RECENTLY, FORMED CURB,
GUTTER AND SIDEWALK IMPROVEMENT DISTRICT
Public Works Director Karp explained that the end of --the 60 day
construction period granted for completion of those street improvements
recommended in the recently formed curb, gutter and sidewalk district
expired February 22, 1982. Much of the curb, gutter and sidewalk has
already been installed and Staff is currently inventorying that portion
which is yet to be built. After completion of that inventory, bid documents
will be prepared in order that the\City might contract for construction of
the remainder. He requested authorization to bid for the project. On motion
of Council Member Smith, seconded by Council Member Vandeveer, it was
unanimously voted to accept Mr. Karp's recommendation and authorize the
call for bid for the sidewalk installation.

REQUEST BY DIRECTOR.OF PUBLIC WORKS.FOR ACCEPTANCE OF ROADWAY RIGHT OF WAY
FOR WIDENING OF SOUTH ELM STREET AT FAIR OAKS .AVENUE JUST SOUTH OF PARKVIEW
MANOR SENIOR CITIZENS COMPLEX
Public Works Director Karp stated that the owner of the property at
the northeasterly.comer of the intersection of South Elm Street and Fair
Oaks wishes to complete the curb, gutter and sidewalk on both frontages of
his property. In exchange to receiving the deed to widen the street, the
City will construct the improvements on the E~ Street. frontage while
the property owner will be required to pay for the installation on the Fair u'"
Oaks Avenue frontage. He requested that Council accept the'rgrant deed
and authorize execution of the appropriate certificate of acceptance required
for recordation qf the deed. On motion of Council Member Vandeveer,
seconded' by Council Member Hogan, it was unanimously voted to accept the
grant deed and authorize execution. of theGappropriate certificate of
acceptance.
CWSED SESSION
At 8:30 P.M.. Mayor Pope stated tnat Council would adjourn to
a closed session to d~scuss a pending law suit. Regular session resumed at
8:40 P.M.
ORAL COMMUNICATIONS
Mr. Ken Maddock, 191 So, Halcyon, protested the recently painted
red zone in front of his apartment . building . Mayor Pope requested ..that .this
item be retu~ned to the Parking and Traffic Commis~l~~ for thei~ consideration.
Mr. Alan Morrow,.191 So. Halcyon, also protested the red zone. Mayor Pope
requested that Staffonotify Mr. Morrow as to the date of the Parking and
Traffic Commission meeting. Marie Cattoir, 195 Orcutt Lane, thanked the
Mayor for his apology regarding her recent letter to the Editor. Council
Member Smith requested information regarding election campaign signs.
Mayor Pope stated that if any sign is in violation, Staff will enforce the
City code.

Vandeveer, it was unanimously voted to adjourn at 8:50 P.M.
