STUDY SESSION REGARDING LOAN FUNDS UNDER CALIFORNIA SAFE DRINKING' WATER BOND
LAW OF 1976 IN 'AMOUNT'OF '$746,650 FOR PURPOSES. OF RESOLUTION OF NITRATE
'PROBLEMS ' "
Public Works Director Karp stated that the City's application for
funds under the California Safe Drinking Water Bond Law of 1976 has been
approved. He presented a time table for the acceptance of these funds.
He" recommended that a resolution be adopted' at the' next 'regular meeting
authorizing the Mayor to sign the contract and himself' to sign the request
for disbursements. Jim- Garing', Garing,~ Taylor and Associates-;- explained
the phases of the proposed project to bring the City's deep domestic,water
well #6 on line.

Council Member Hogan arrived at. 6:45 P.M;-

It was' the consensus of Counci:l" to' proceed with the' proposed time .table
presented by Mr. Karp and schedule consideration of the resolution at the
next meeting. On motion of Council Member Gallagher, seconded by Council
Member Millis, it was unanimously voted to send a letter to ChaiimandHowaid
Mankins and request' a'meeting of the South County' Water. Association.

**Council Member Vandeveer requested that Staff look into short term money
annual cos~ fo~ a min~mum pr~ject,yer?us t~~_a~nual ~9st ~or a long term
loan to perform long term work. Public. Works Director Karp stated that it
is illegal for a city to borrow money for longer than one year. If the
city borrowed enough to do the minimum project, and had to.pay.it back
w~thin one year, it would take a st;lrcharge' of 35%....Qf the. annual water.
revenues versus the 10% surcharge to make the annual payment for the
long term loan.
