JOINT MEETING OF CITY, COUNCIL WITH VILLAGE OF ARROYO GRANDE MERCHANTS
ASSOCIATION ',AND,' DOWNTOWN PARKING" ADVISORY' BOARD' RE: RESTROOM' FACILITY WITHIN
VILLAGE AREA
Mayor Pro Tern Gallagher explained^the'puipose of'this,meeting is
to discuss not only the proposed restrooms but any other item that may
wish to be discussed. Acting Administrator Clark referred to the_letter
. 'received- from the Village Merchants Association requesting" consideration
of the restroorns'. Alice Rouse asked ~ if restrooms are - feasible. ", Planriing-
Director Hays stated that they are feasible, but it must be determined'how
financing is obtained and the location. Manetta Bennett stated that the
need for restrooms is a critical situation and she hopes the CityUwill
- recognize -that. 'need. '. Council Member Vandeveer- agreea that- a restroom
facility'is needed. Mayor Pro Tern Gallagher stated.'that'suggested,locations
are near the Social Security office'or the gaiebo-area.Council'Member'
Hogan stated that the restrooms"could be accommunity affair in which
materials, labor and time are donated. Council Member Gallagher pointed
out the requirements of construction relative to the handicapped. After
discussion,'it"was~the-consensus of-thosenpresent-that the'restrooms
be a"donated' community:'affair,' that city staff check on-acceptable locations
with respect to water and sewer lines; and'that-all'committee members'
will relay this information to service clubs and their respective committees.
Joann Wizemann "agreed to accept-donations~
Ann Waiters, Village Art, stated that the parking spaces in front of her
business should be included in the.two-'hour parking zone; Mayor Pro Tern.
Gallagher recommended that she contact Public Works' Director Karp so 'that ,
her request may be placed before the Parking and Traffic Commission.
Joann Wizemann stated that the 'bicycles^ in front of'the' Yogurt Shop is
becoming a problern: Planning:Director'Hays"reported'that Mr. poole;-of
the Yogurt Shop, is in the process of purchasing bicycle racks. Mayor Pro'
Tern Gallagher suggested a mall area at Bridge and Branch Streets.' Council'
Member Millis suggested that left turns be prohibited at that location.
Mayor"'pro Tern Gallagher' requested input as--to the- 'block'house' near' the.
. gazebo.' Alice Rous'e agreed' that'it is'a hazard; 'Ira Hughes stated that
the block house. should be 'removed or condemned'. . PUblic 'Works Director'
Karp suggested that the City Attorney be requested to prepare the findings
for co~demnation for Coun~il'ac~~on. It was. th~ consensus of those
p:esent _to pursue-this procedure: -,_. ----

Planning Director' Hays' presented- a" proposed - plan of the downtown' area prepared I ~
by the previous planning director, Mr. Castro. He stated that the. plan
is merely a suggestion and can be used for ideas. He explained that
, the merchants should consider the construction of Le Point Street through
to East Branch Street. Mr. Hays also suggested that the Village Merchants
and the Downtown:cAdvisory Board consider possible"redevelopment procedures.
for the'Village' area;-- Hecstated"that ifc,all business persons ani interested,
he will schedule 'a meeting'with--a professional consultant to answer any'questions.
Mr. Hays stressed that he is not recommending a redevelopment procedure,
but is only bringing forth ideas to be considered. He stated that there are
other procedures which maybe followed also. It was the consensus of those
present that Mr.: Hays proceed with' the scheduling 'of a meeting with a
consultant so that more information may be obtained.
