SPECIAL MEETING OF THE CITY COUNCIL
THURSDAY, APRIL 14, 1994
CITY COUNCIL CHAMBERS, 215 EAST BRANCH STREET
ARROYO GRANDE, CALIFORNIA
The City Council of the city of Arroyo Grande met at 5:30
P.M., with Mayor Matthew Peter Gallagher, III, presiding. The
purpose of t~e meeting was to select one of five applicants to
succeed former Council Member Gene Moots, who retired because of
ill health.
1. FLAG SALUTE
Mayor Gallagher led the Pledge of Allegiance to our Flag.
2. ROLL CALL
Present were Mayor Gallagher and Council Members Drew
Brandy, Bernard Burke and James Souza. Staff members present
were city Manager Chris Christiansen and City Clerk Nancy Davis.
3. ORAL COMMUNICATIONS
None.
4. CITY COUNCIL MEMBER VACANCY
Mayor Gallagher explained that the five applicants would be
asked to make oral presentations and then answer questions from
the Council members. He said after that he would call for a
motion for selection of a new City council Member. He said he
would call the applicants to come forward in the chronological
order in which they submitted their applications.
The five applicants for the city council vacancy were A. K.
"Pete" Dougall of 1241 Farroll, Space 15; James Francis Yacono of
153 Tally Ho Road; Michael Alan Lady of 730 Oak Leaf Circle;
Robert E. Teeters of 692 Via Vaquero, and John C. Keen of 298
North Elm Street.
Council Members asked questions of the applicants concerning
the consolidation of the Arroyo Grande and Grover Beach Police
Departments; State water; potential annexations to the city; the
Mobile Home Rent Stabilization ordinance; a user pay system for
garbage services; facilities, activities and volunteer
construction of the park in Rancho Grande; ways to enhance the
City's tax base; county developments on the fringe of the City;
expanding the Sphere of Influence, and how to maintain the
character and attributes of the City. Mayor Gallagher asked
applicants to prioritize a list of issues facing the city.
The applicants were asked if they would run for the City
Council seat in the November, 1994, when the office is up for
reelection. All except Mr. Teeters said they would run for
reelection if appointed to the Council.

Mayor Gallagher thanked all the applicants for volunteering
to go through this process. Council Members made comments about
the high quality of the applicants.
Council Member Brandy said he had listened to all the issues
from the five very qualified candidates. He said they all had
good working skills and were in touch with the public. He said
he hoped that those not chosen would continue to give input and
help to the city. He said it was a difficult choice to make but
would nominate Mr. Lady to fill the City Council seat.
Council Member Souza said Mr. Lady was one of his front
runners and he would second Council Member Brandy's motion.
Council Member Burke said all of the applicants were very
good and had the City's benefit at heart. He called for a vote.
On a roll call vote, Council Members Brandy, Souza and Burke
and Mayor Gallagher voted aye. Mayor Gallagher welcomed Mr. Lady
to the Council.
It was moved by Souza/Burke, and the motion passed
unanimously to adjourn the meeting at 8:13 P
