MINUTES
REGULAR MEETING OF THE CITY COUNCIL
TUESDAY, AUGUST 9, 1994
CITY COUNCIL CHAMBERS, 215 EAST BRANCH STREET
ARROYO GRANDE, CALIFORNIA
The city Council of the City of Arroyo Grande met at 7:30
P.M., with Mayor Matthew Peter Gallagher, III, presiding.
1. AND 2. FLAG SALUTE AND INVOCATION
Mayor Gallagher led the Pledge of Allegiance to our Flag,
and the Rev. Dr. Norman F. Somes of st. Barnabas Episcopal Church
delivered the invocation.
3 . ROLL CALL
Present with Mayor Gallagher were council Members Bernard
Burke, Michael Lady and James Souza. Council Member Drew Brandy
was absent. Staff Members present were City Manager Chris
Christiansen, city Attorney Roger Lyon, City Clerk Nancy Davis,
Planning Director Doreen Liberto-Blanck and Police Sergeant Dan
Wulfing.
4. ORAL COMMUNICATIONS
None.
5. CONSENT AGENDA
It was moved by Burke/Souza, and the motion passed
unanimously to approve Consent Agenda Items 5.a. through 5.e.,
5.g. and 5. i.
5.a. July 26, 1994, city Council Minutes. Approved.
5.b. August 3, 1994, Senior Advisory Commission Minutes.
Information.
5.c. July, 1994, Investment Report. Information.
5.d. Second Quarter: Departmental Monthly Reports, Fire
Department. Information.
5.e. Request to Purchase Cars and Equipment: Police Department:
Budgeted Items. Awarded to low bidder.
5.g. Approval of Parcel Map AG 93-105: 295 Spruce Street: Kevin
Hunstad. Approved and Accepted.
5.i. Authorization for the Mayor to sign Two Agreements with the
Council of Governments on Route 227 Short Range Improvements
Study and Route 227 Long Range Improvements study. Approved and
Mayor authorized to sign.
Council Member Souza referred to Consent Agenda item 5.f.

Request to Purchase Plain Paper Fax Machine: Police Department;
Budgeted Item. He suggested that this agenda item be postponed
to August 23, 1994, and that the City solicit a bid from a local
vendor in order to encourage economic development in Arroyo
Grande. The Council agreed.
Council Member Burke referred to Consent Agenda item 5.h.
Award of Bid: 1/2 Ton Pickup Truck: Public Works Department:
Budgeted Item. He said the difference in the bid of Mullahey
Ford of Arroyo Grande and the low (out of town) bidder was only
$195.96. He said. in order to encourage economic development in
Arroyo Grande, the bid should be given to the local business. It
was moved by Burke/Souza, and the motion passed unanimously to
award the bid on a new 1994 1/2 ton pickup truck to Mullahey
Ford.
6. REGISTER OF CHECKS
It was moved by Burke/Souza, and the motion passed
unanimously to approve Cash Disbursements in the amount of
$560,810.33, as listed in the August 4, 1994, Staff Report of
Finance Director David Bacon.
7.A. RESOLUTION REOUESTING AUTHORIZATION TO CLOSE A STREET FOR
THE ANNUAL HARVEST FESTIVAL PARADE: SATURDAY. SEPTEMBER 24. 1994
It was moved by Burke/Souza (4-0-1, Burke, Souza, Lady and
Gallagher voting aye, Brandy absent) to approve Resolution No.
3042 Requesting Authorization to Close a Street for Harvest
Festival Parade.
7.B. APPOINTMENT OF JOHN WALLACE. ACTING PUBLIC WORKS DIRECTOR.
AS THE CITY'S ALTERNATE REPRESENTATIVE TO THE ZONE 3 ADVISORY
COMMITTEE
It was moved by Lady/Souza, and the motion passed
unanimously to approve the appointment of John Wallace, Acting
Public Works Director, as the city's alternate representative to
the Zone 3 Advisory Committee.
7.C. APPOINTMENT OF AVELINO LAMPITOC. DEPUTY PUBLIC WORKS
DIRECTOR. AS THE CITY'S ALTERNATE REPRESENTATIVE TO THE COUNTY
WATER RESOURCES ADVISORY COMMITTEE
It was moved by Burke/Souza, and the motion passed
unanimously to approve the appointment of Avelino Lampitoc,
Deputy Public Works Director, as the city's alternate
representative to the County Water Resources Advisory Committee.
8. WRITTEN COMl1UNICATIONS
Mayor Gallagher referred to a August 5, 1994, letter from
the State Department of Housing and Community Development and
said the City had been awarded a $30,000 grant from the Planning

and Technical Assistance Allocation of the 1994 state Community
Development Block Grant Program. He said the grant would be used
to prepare an economic opportunity analysis that will identify
the types of businesses that should be attracted to Arroyo
Grande.
9. ORAL COMMUNICATIONS
Council Member Burke commended the Senior Advisory
Commission for its work on the recent Senior Faire at the
Community Center. "
Mayor Gallagher asked Staff to respond to the Senior
commission's letter to the Council regarding the striping of
crosswalks and streets in the city.
10. CLOSED SESSION
It was moved by Burke/Souza, and the motion passed
unanimously to adjourn at 7:45 P.M. to a Closed Session on the
following:
(a) Conference with Labor Negotiator: Government Code
section 54957.6

Employee Organizations: Service Employees
International Union and Arroyo Grande Police
Officers' Association
11. ADJOURNMENT
The Council reconvened at
