CITY COUNCIL
ARROYO GRANDE, CALIFORNIA
AUGUST 29, 1979
7:30 P.M.
.The City Council met in regular adjourned meeting with Mayor Millis
presiding. Upon roll call, Council Members Pope, Gallagher and Smith reported
present. Counci~an de Leon 'is absent. .Also present are Chamber of Commerce
Members Jim Moore, Reuben Kvidt, John Steffan, Rob Ellery, Chamber Manager Fay
Lane, and City Administrator Tom Butch.
JOINT STUDY SESSION RE. ECONOMIC SURVEY
Jim Moore reviewed for the Council the Economic Survey prepared by Fay Lane,j
and himself. After review, Mr. Moore asked the Council what it wants or expects 'I
'from the Chamber of Commerce.
Mayor Millis suggested that the City is in need of some long range plan
and that the Chamber could assist and aide the City Council with a list of people
and suggestions for locations, to 'hold something similar to the Community Congress,
or Town Meeting idea. There was also 'discussion on community development and a '

theme for our community.' Councilman Pope suggested that we should have a periodicj
study session with the Chamber of Commerce to 'keep communications open. There I
was general agreement to this idea. Mayor Millis thanked the Chamber of Commerce
and made a special vote of appreciation to Chamber Manager Lane and Jim Moore for
the preparation of the Economic Survey.
GENERAL DISCUSSION ON BUSINESS INDUSTRIAL PARKS CONCEPT
The City Administrator reviewed.a concept of exchanging property to permit'
annexation and development rights and preserve existing property within the City I
Limits. The whole idea is, to review and protect the present development permitted.
within the City.
There was general discussion on the concept. 'Concern"was indicated about
citizens' input and whether there is a need for business industrial development
within our City. General consensus was more time and effort is needed to study
this problem.
ADJOURNMENT
On motion of Councilwoman Smith, seconded by Councilman Gallagher and
'unanimously carried, the meeting adjourned at 9:05 P.M.
