CALIFORNIA APRIL 15, 1980 11 1323 ] ~ I :1 The City Council"met in a session as Lequired by the Election Code" of the State of California, with Mayor Millis presiding. Upon roll call, Council Members Hugh o. Pope, Jr., Matthew P. Gallagher, Jr., Gabe de Leon, and B'Ann Smith reported present. PLEDGE OF ALLEGIANCE AND INVOCATION Mayor Millis led the Pledge of Allegiance to our Flag. Thereafter, Councilman Gallagher delivered the invocation. "'f"1 J ! ADOPT RF.SOIJJTTON RF.CITTNG FAr.T OF THE GENERAL MUNlr.TPAL ELECTION APRIL 8. 1980 Administrator Butch read the title of a resolution reciting the fact of the April 8, 1980 general municipal election. .A motion was then made by Councilman de Leon, seconded by Councilwoman Smith and unanimously carried to dispense with reading the balance of this resolution. RESOLUTION NO. 1409 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF ARROYO GRANDE ON THE 8TH DAY OF APRIL, 1980, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW. WHEREAS, a regular general municipal election was held and conducted in the City of Arroyo Grande; County of San Luis Obispo, State of California, on Tuesday, the 8th day of April, 1980, as required by law, and WHEREAS, notice of said election was duly and regularly given in time, form and manner as provided by"the law, that voting precincts were properly established, that election officers were appointed and that in all respects said election was held and condubted and the votes cast thereas, received and canvassed and the returns made and delcared in time, form and manner as re- quired by the provisions of the Elections Code of the State of California for the holding of elections in cities, and WHEREAS, pursuant to Resolution No. 1404 adopted the 11th day of March, 1980, the City Clerk of the City: of Arroyo Grande.canvassed the returns of said election and has certified the results to this City Council, said results are received, attached and made c;:t part thereof.as "Exhibit A". NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. That there were six voting precincts established for the puspose of holding said election consisting of the regular election precincts in the City of Arroyo Grande as established for the holding of state and county elections. n I : SECTION 2. That said regular municipal election was held for the purpose of electing the following officers of said City as required .by the laws relating to cities in the State of California, to wit: Three Members of the City Council of said City for the full term of four A City Clerk of said City for the full term of four years, A City Treasurer of said City for the full term of four years; SECTION 3. That the whole number of votes cast in said City (except absent voter ballots) was 10,600. That the whole number of absent voter ballots cast in said City was 127, making a total of 11,141 votes cast in said City. ;1 Ii Ii ii ii years; il II SECTION 4. That the names of persons voted for at said election for Member of the City Council of said City are as follows: Karl A. Hogan Ron Harris William E. Lackey Mark M. Gallagher, Jr. 324 CITY COUNCIL ARROYO GRANDE, CALIFORNIA APRIL 15, 1980 PAGE 2 That the name of the person voted for at said election for City Clerk of said City is as follows: Ines A. del Campo That the name of the person voted for at said election for City Treasurer of said City is as follows: JoAnn Wizernann That the number of votes given at each precinct and the number of votes given in the City to each of such persons named for the respective offices for which said persons were candidates were as listed in Exhibit "A" attached. SECTION 5. The City Council does declare and determine that: L.E. "VAN" VANDEVEER was elected as Member of the City Council of said City for the full term of four years: MARK M. MILLIS was elected as Member of the City Council of said City for the full term of four years: KARL A. HOGAN was elected as:cMembercof-,the ;'City Council of said City for the full term of four years: lNES A. DEL CAMPO was elected City Clerk of said City for the full term of four years; JOANN WIZEMANN was elected City Treasurer of said City for the full term of four years. SECTION 6.' The City Clerk shall enter on the records of the City Council of said City, a statement of the result of said election, showing: u (1) The whole number of votes cast in the city; (2) The names of the persons voted for; (3) For what office each person was voted .for; (4) The number of votes given at each precinct to each person; (5) The number of votes given in the city to each person. SECTION 7. That the City Clerk shall immediately make and, upon compliance by the person elected with the provisions of Section 11'565 and Section 11568 of the Elections Code of the State of California, shall deliver to each of such persons so elected a Certificate of Election signed by her and duly authenticated: that she shall also administer to each person elected, the Oath of Office prescribed in the State Constitution of the State of California and shall have them subscribe thereto and file the same in her office. Whereupon, each and all of said persons so elected shall be inducted into the respective office to which they have been elected. SECTION 8. That the City Clerk shall certify to the passage and adoption of this resolution: shall enter the same in the book of original Resolutions of said City: and shall make a minute of the passage and adoption thereof in the records of the proceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted. ADMINISTRATION OF OATH TO NEWLY ELECTED COUNCIL MEMBERS AND CITY TREASURER - City Clerk del Campo administered the Oath of Office to City Treasurer JoAnn Wizemann and to City Council Members Lawrence E. Vandeveer, Mark M. Millis and Karl A. Hogan and signed and delivered to each a Certificate of Election. NRWLY ELECTED COUNCIL MEMBERS ASSUME THEIR PLACES WITH THE COUNCIL Mayor Millis called the new Council Members to the Council table and introduced the new members and welcomed them. lJ REMARKS RY DEPARTING COUNCIL MEMBERS U' ~'_- COUNCILMAN DE LEON extended his warm and hearty congratulations to Council Members Vandeveer and Hogan on their election and congratulated Mayor Millis for his re-election to a third term. De Leon stated that now that the people of Arroyo Grande had made their choice, he felt the new Council Members would strive to serve the people and to continue sound City government. He stated that the last 8 years had been a great experience for him and was a time he would treasure as long as he lived. De Leon thanked numerous members of the City Staff who had helped him over the years. He also mentioned that he felt proud of the fact that he had always stood for the type of growth that was good for the City. He asked the new Council to continue to work in an atmosphere of harmony and cooper- ation. De Leon stated he was looking forward to the opportunity to do more fishing now that he had more time. COUNCILMAN GALLAGHER stated that de Leon had summed up his feelings as well. Gallagher stated that he felt serving on the Council was a great opportunity and pleasure. Gallagher mentioned that though he had traveled a great deal during his time in the military and seen many places, he considered Arroyo Grande his home and a fine place to live. As a departing remark, Gallagher said "I love you all. Thank you." ELECTION OF MAYOR AND MAYOR PRO TEM City Clerk del Campo placed all Council Members on an equal basis and stated nominations for Mayor were now opened. Council Member Vandeveer nom- inated Council Member Pope. There were no further nominations and a motion was made by Councilman Hogan, seconded by Councilman Vandeveer and unanimously carried to close nominations. Because there was no request for a secret ballot, City Clerk del Campo asked that all in favor of Councilman Pope for Mayor signify by saying aye. The ayes were unanimous. Mayor Pope assumed the chair and declared nominations for Mayor Pro Tern were now opened. Mayor Pope reminded Council of the importance of the office. Council Member Hogan nominated Council Member Vandeveer for the position of Mayor Pro Tern. There were no further nominations and a motion was then made by Councilwoman Smith, seconded by Councilman Hogan and unanimously carried that the nominations be closed and a unanimous ~allot be cast for Councilman Vandeveer as Mayor Pro Tern. COMMENTS BY NEWLY ELECTED COUNCIL MEMBERS COUNCILMAN HOGAN thanked all who had faith in him and especially his Campaign workers. COUNCILMAN VANDEVEER said he could not add to what Gabe de Leon had previously stated and hoped to follow his advice. COMMRNTS RV NRWTN RTRr~Rn MavnR Mayor Pope stated that the main theme of the campaign as he saw it was the quality of life in Arroyo Grande. That quality is dictated by good planning, good construction and housing but also by economics. Pope then charged the Council with the task of spending wisely through proper planning of land use and zoning but also very importantly, the expending of City funds. There are a number of indicaters that money coming into the City might be a little less in the years ahead and therefore the task is even more important. In regard to the position of Mayor Pro Tern, Mayor Pope stated that because of heavy business pressures, he would be relying on Councilman Vandeveer to perform most of the social duties required. Mayor Pope then stated he had personally known the previous Mayors of Arroyo Grande since 1947 and felt that none had been more dedicated than Mayor Mark Millis. pope spoke of Millis' ability to promote a good image for the City of Arroyo Grande and thanked Millis for a job well done. lJ o u CITY COUNCIL ARROYO GRANDE, CALIFORNIA APRIL 15, 1980 PAGE 5 RETIRING MAYOR MILLIS then thanked all who had aided .in his re-election and stated he was looking forward to the next four years and hoped they would prove as exciting and productive as the past years had been. Millis then con- gratulated Vandeveer and Hogan on their election and pledged himself to work cooperatively with them and the rest of the Council for the. betterment of the City. He also wished to take .this opportunity to publicly thank those he had worked with as Mayor. He stated that the past two years had been some of the most satisfying and enjoyable of his life. ~n I I I i F.XF.CllTTVF. SES~ON . . Mayor ope then asked Council to adjourn to a brief executive session to discuss personal problems. The Council session reconvened at 8:02 P.M. " ADJOURNMENT A motion was made by Councilman Vandeveer, seconded by Councilwoman Smith and unanimously carried to adjourn the meeting at 8:04 P.M. to the next regular session of Council on April 22, 1980 at 7:30 P~'M' . / .
