CITY COUNCIL
ARROYO GRANDE, CALIFORNIA
APRIL 29, 1980
The City Council met in regular adjourned session with Mayor pope presiding.
Before roll call, Mrs. Libby Jackson asked for a point ,of clarification as to who
would be presiding over the meeting. Mayor Pope answered that he would. Mrs.
Jackson pointed out that there was a discrepancy over whether or not Mr. Pope had
actually been elected Mayor. Pope assured Mrs. Jackson that the matter would be
cleared up if she would allow him a few minutes. Upon-roll'call, Council Members
Vandeveer, Hogan, Millis and Smi~h reported present. The roll call for the Parks
& Recreation Commission was then called and Commissioners Johnson, Wingerd, Sata,
Duca, Sanger and Thies reported present.

MAYOR ELECTION
Mayor Pope then stated that he had asked the City Attorney to research
the matter of the election of the Mayor. He stated that he felt confident in
his stand that he is the duly elected Mayor of Arroyo Grande. He said that the
matter has caused a good deal of' commotion and in order to clear up the matter to
everyone's satisfaction that this evening a vote would be taken on the question of
"All in favor of Hugh Pope as Mayor of the City of Arroyo, Grande"., Pope informed
Council that the vote could be taken secret ballot, voice, or roll call as they
chose. He ,then asked the Deputy, City Clerk to call for the question ,and take
the vote.
The Deputy City Clerk asked Council how they wished the vote t~,be tak~n,
i. e. voice, roll call,' or secret ballot. The consensus was roll call.. Upon roll
call vote on the question of "All in favor of Hugh Pope as Mayor of the City of
Arroyo Grande" was. answered as follows: AYES: Council Members :Vandeveer, Hogan
and Pope; NOES: Council Members Millis and Smith; ABSENT: None.
Mayor Pope then asked members of Council if any of them wished "to comment
concerning this matter. Council Member Vandeveer stated he felt the press had
been incorrectly informed that there had'been a considerable amount of , controversy
among the Council on this matter, He said to his knowledge there had been none
and he was not sure who had misinformed the press. Vandeveer stated that he felt
sorry this matter had dragged out and felt everyone should bear,in mind that each
Council Member had previously pledged cooperation ,to work together for the better-
ment of the City. He reminded Cguncil that the rights belong to the people and the
people had vested ,Council the duty of carrying out the wishes of the people.

It was brought to Council's'attention that item 8 on ,the agenda-reo
Soto Sports Complex Drainage plan could be moved to #1 if the Council so wished
because of the number of people in the audience wishing to hear that matter.
After discussion, a motion was made by Councilman Millis, seconded by Councilman
Vandeveer and unanimously carried that item 8 become' item,l on the agenda.
A great deal of discussion followed on the sports complex, 'including a '
review of the history of the property, a description of, the 'drainage need and
the wishes of the Sports Associates. After more ,discussion, a motion was made
by Councilman Millis, seconded by councilwoman Smith that the primary use of
the 40 acres in question be used for a sports complex. SAID MOTION PASSED upon
the following roll call vote: AYES: Council Members Smith, Hogan, Millis and
Mayor Pope; NOES: Council Member Vandeveer; ABSENT: None.
By way of explanation t6"his motion, Council Member Millis felt that the
primary use should be'for the planned sports complex that would be approved by
the various commissions.
Further discussion ensued, and a motion .,was then made by Council Member
Smith, seconded by Council Member Millis and, unanimously carried instructing
that the volume of drainage on the 40 acre parcel be no more than 80 acre feet.
THE MAYOR THEN CALLED A BRIEF RECESS (9:30-9:35)
Upon reconvening, the Council then discussed the balance of the agenda
items. Mayor Pope ,also confirmed the committee appointments he had made at
the April 22, 1980 meeting.
