The City council, met in regular session with Mayor Pope presiding. Upon roll
call Council Members B'Ann.Smith, Karl A. Hogan, and Lawrence E. Vandeveer
repo~ted prese~t. Council Member Mark M. .Millis was absent. -
PLEDGE OF ALLEGIANCE AND INVOCATION
Council'Member Hogan led the Pledge of Allegiance.to our Flag. . Thereafter,
Reverend John W. Germain, of the Grace Bible Church in Arroyo Grande, delivered
the invocation'.

APPROVAL OF MINUTES
On motion of Councilman Vandeveer, seconqed by Councilman Hogan,~it

APPROVAL OF WARRANTS
On motion of Council Member Smith, seconded by Council Member,Vandeveer
and unanimously carried, Demand Warrants No. 13212 through No, 13273 in the amount
of $289,186.55; and Payroll Warrants No. 17437 through 17529 in the amount of
$47,658.27 wefe approved and ordered paid.

Upon motion of Councilman Vandeveer, seconded by Council Member.Smith

ORDINANCE FIRST READING - FURTHER DISCUSSION ON PROPOSED ORDINANCE, RE: REZONING
CASE NO. 79-130, ZONE CHANGE FROM "A" AGRICULTURAL DISTRICT TO "P-D" PLANNED
DEVELOPMENT DISTRICT (KNOLLWOOD DEVELOPMENT),
Administrator Butch read the wording to the proposed ordinance as. suggested
by City Attorpey Shipsey. After discussion, it was agreed that the word 'Larchrnont'
shall be remoyed from the ordinance and ,'unnamed street' be added. Council Member
Smith asked Council re-consideration of creating Miller Way as a through street.
All other members of Council stated they would not. MaY9r Pope said he wished to
assure the citizens in that area that should a problem arise it will be corrected.

ELLA HONEYCUTT, 560 Oakhill Road, requested permissio~ to speak and with Council
concurrance, she spoke regarding school fees on new developments. Council directed
Staff to draw up the new ordinance with Mr. Shipsey.s suggestions and the deletion
of'Larchmont'. Upon motion by Council Member Vandeveer, seconded by Council Memb~r
Hogan, it was voted unanimously to dispense with reading the balance of this
ordinance.

PUBLIC HEARING - OPENING OF BENNETT AVENUE AND LINDA DRIVE TO THROUGH TRAFFIC.'
, The hearing having been properly noticed and published, Mayor Pope declared
lt open for public comment. There being none, the hearing.was closed. Mayor
Pope stated he is in favor of this extension and has noticed more traffic from
Linda Drive into Bennett Avenue. Upon motion by Councilman Hogan, seconded by
Councilman Vandeveer, the,motion was passed to open Bennett Avenue and_Linda Drive
to through traffic. Council Member Smith dissented. Mayor Pope authorized Staff
to obtain the necessary 'no trucks' signs.
PUBLIC HEARING - OPENING OF BRIGHTON AVENUE BETWEEN FAIRVIEW DRIVE AND COURTLAND
STREET TO THROUGH TRAFFIC
The hearing having been properly noticed and published, Mayor Pope declared
it open for public comment. JOYCE BEELER, 1304 Brighton;:CLEO SILVA, 195 Fairview;
FLORENCE ROSE, 1305 Brighton; HELEN LINDSTROM, 1300 Fairview; and ELIZABETH
JACKSON, 208 Fairview, spoke in opposition; citing traffic problems. -SIEGFRIED
BADEN, 1385 Brighton, spoke in favOr. There being no further comment, Mayor
Pope declared the hearing closed.

Council Member Smith questioned the mitigating measures in the negative deciaration
granted by the Planning Commission. City Attorney Shipsey recommended Council
continue this matter to allow Staff to check on the negative declaration as it
relates to liability to the City regarding traffic flow. It was the concensus
of the Council to delay this item to allow the City Attorney, Planning Director
and City Engineer to return with additional information.
ORDINANCE SECOND READING - CHANGE TO QUIMBY ACT RELATING TO CHARGES FOR PUBLIC -
RECREATIONAL FACILITIES
Administrator Butch read the title of the ordinance relating to fees for
public recreational facilities. Upon motion by Council Member Smith, seconded
by Council Member Vandeveer, it was voted unanimously to dispense with reading
the balance of this ordinance.

DISCUSSION ON ANNEXATION POLICY RE: BRISCO ANNEXATION NO.1
Upon motion by Council Member Smith, seconded by Council Member Vandeveer,
it was voted unanimously to instruct the City Attorney to prepare a resolution
accepting both parcels into the City.

LOT SPLIT CASE NO. 79-305 (SHIGENAKA) AND REZONING HELD OFF UNTIL THE FORMATION
OF THE ADJACENT CANYON WAY DRAINAGE ASSESSMENT 'DISTRICT
Administrator Butch stated that Staff reconnnends denial without prejudice.
It was the concensus of the Council not to proceed with the rezoning until the
assessment project 1s formed and underway. City Engineer Karp added that the
City does not; have the approved plans from P.G. & E. for"the"utilities. Upon
motion by Cou~cil Member Hogan, seconded by Council Member Smith, it was voted
unanimously to accept the preliminary engineering study.

WRITTEN COMMUNICATIONS
Administrator Butch read a request for progress payment on the Tally Ho
project and2a~ceptance of the project. Mayor Pope stated this should be considered,
an agenda item and all Council members concurred. Upon motion by Council
Member Hogan, seconded by Council Member Vandeveer, it was voted unanimously to
accept the project, to authorize the City Clerk to file the appropriate
notice of completion, and to' authorize progress payment.'

it was voted unanimously to adjourn at 9:30 P.M.
