I I \ r tjL/ l 1 I I I CITY COUNCIL ARROYO GRANDE, CALIFORNIA JANUARY 14, 1981 The City Council met in a,c,/Wecial session with Mayor Pope presiding. Upon roll call, Council Members B'Ann Smith, Karl A. Hogan, Mark M. Millis, an~ Lawrence E. Vandeveer reported present. PUBLIC HEARING ,REGARDING REQUEST FOR RENT STABILIZATION ORDINANCE FOR MOBILEHOME PARKS IN THE CITY OF ARROYO GRANDE Mayor Pope opened the public hearing for comme~t. BERNARD BURKE, JACK QUINN, : AL HANSEN, BOB SANDERSON, PAULINE SAWERS, FREEMAN CALVERT, JOE MALHOFF; GENE FOERE, AL PADGELL, PERTER HANDECOOL, HERMAN CARR, WILBUR FARP; TED DAVIS, and DOUG PALE spoke in favor of the proposed ordinance. 'DON DURANT, GENE HOPKINS, HARRY SCUVANT, GARY BRYNE, JIM LANG, JIM KOSIK, MORRIS LEVIN, BOBBIE FOWLER, and MEL JOHNSON spoke in opposition to the ordinance. GEORGE HILL, JACK DUNBAR, and HAL BENHART spoke to the question. There being no further comment, the, ,hearing was closed. Council Member Vandeveer stated he hoped the park renters and park owners can reach ah understanding. It is the purpose of government to protect both partie~. Council Member Millis suggested'that a 'rent mediation program' may be the solution and that staff should be directed 'to ,gather additional information I on such a program. Mayor Pope stated that the City Attorney should gath~r information as to the actions taken by other cities on this subject. He felt that the Council is not in a position at this time to take action as there is much information to review. Council Member Hogan suggested that representatives from Council, the mobile home park reside~ts, and the owners meet to try to reach a decision. Council Member Smith stated that both parties have a legitimate request but government','should be making these kinds of decisions. Mayor Pope asked the ownersof Sunrise Terract Mobile Home Park, Mr. Gary Bryne, if he would be willing to meet with the representatives of the park renters and of Council and he agreed. Council Member Millis suggested that a voluntary mediation board to be comprised of a person selected by the Council:, a representative of the park owners, and a person representi,rig the renters. This board will mediate this problem and others. He moved that this board be established. The motion was seconded by Council Member Hogan. Council Member Millis indicated that his motion also included to deny the r~quest for'''a 'rent stabilization ordinance I and Council Member Hogan withdrew his second. Council Member Smith seconded the motion. Mayor Pope ,stated he would be in favor of the",motion if it were meant as an interim proceedure until more information is gathered. Council Member Millis stated he wished to re-word his motion to include to instruct staff to prepare the details of a voluntary rent mediation program for Council consideration on the next agenda. Council Member Smith agreed to the addition. Council Member Millis also included in his motion that the public!hearing be continued to the next meeting of January 27, 1981 and that the meeting ,will be held at the Community Building. Administrator Butch summ~rized the motion: Council Member Millis moved to instruct staff to prepare a detailed voluntary mediation program and return to Council at the next Degular meeting, continuing this public hearing. The motion was seconded by Council Member Smith. All council members indicated they were in favor of re-opening the public hearing so that it could be continued.
