On motion of Council Member Smith, seconded by Council Member Vandeveer,
it was unanimously voted to approve the minutes of February 23 and 24, 1981 as
presented.
APPROVAL OF WARRANTS
On motion of Council Member Vandeveer, seconded by Council Member
Hogan, a~d unanimously carried, Demand Warrants #14603 through #14681 in
the amount of ,$90,663.21 and Payroll Warrants #19252 through #19350 in the
amount of $46,848.70 were approved and ordered paid.
APPROVAL OF CONSENT AGENDA ITEMS
On motion of Council Member Vandeveer, seconded by Council Member
Hogan, it was unanimously voted to approve the consent agenda items as

PROGRESS REPORTS - VARIOUS' CITY PROJECTS
WATER RESERVOIR - City Attorney Shipsey reported that the money
has been deposited with the County Clerk and the Judge has signed the order
giving the City possession of the property. The parties have 30 days to
respond and the construction plans are being drawn up by the Public Works
Department.

DESIGN OF OLD FIRE STATION TO COUNCIL CHAMBER USE - Administrator
Butch stated that Mr. vic Montgomery, of Richmond, Rossi, and Montgomery,
has a presentation regarding the possible use of the fire' station. Mr. Montgomery
displayed a model and plans for remodel of the fire station to include a new
Council Chambers and additional offices. The cost of the proposal is
$159.060.' Members of Council asked questions regarding the capacity of the
seating and the additional offices. It was the consensus of Council that
Mr. Montgomery shall return with alternatives to include the deletion of
the proposed offices.
COMMUNITY CONGRESS - Administrator Butch introduced Patty Dodds,
manager of the Chamber of Commerce. She stated that the meeting is March 18,
1981 at the Community Building and invited the public and the Council to
attend.
COMMUNITY BUILDING. PROGRESS PAYMENT NO.9 - Administrator Butch
stated that the progress payment on the Community Building' is now due in
the amount of $1,173.15 and recommended that it be paid. On. motion of U
Council Member Vandeveer, seconded by' Council Member Hogan, it was unanimously
voted....to make progress payment number 9 in the amount of $1,173.15 to Foremaster
Coo",=oHoo. ~.
REPORT AND RECOMMENDATION OF PLANNING COMMISSION MEETING OF TUESDAY. MARCH 3.
1981
c) Concern on Proposed Street Address Changes - Addresses on Grieb
Drive. Planning Director Castro stated that there has been some concern
regarding the address changes on this street which now create some identical
addresses on the same street. He stated the alternatives are to leave the
situation as it is now or to correct all the addresses in the tract. It was
the consensus of Council that the parties involved should be notified and
to place this item on the next...agenda.

d) Recommendation Regarding Request from Grover City on Deann~xation
of the Corner,of Frontage Road and Oak Park Boulevard. Planning Director
Castro displayed a map of the proposed development at this corner. He
indicated"a strip cif approximately 20 feet along the street that' the City of
Grover City i~ requesting for deannexation. There was discussion regarding
the proposed development and possible traffic problems in the area. On motion
of Council Member Vandeveer, seconded by Council Member Hogan, it was voted
to accept the recommendation of the Planning Commission regarding the
deannexation. Council Member Smith dissented.
e) Recommendation on Lot'Split ReqUirements - Canyon Way. Planning
Director Castro displayed plans of the proposed lot splits on Canyon Way and
explained that, the matter is before Council because the Ordinance requires that
Optional Design Standards have to meet both the apploval of the Planning
Commission and" the City Council. The lot splits are case no. 80-345 (Meyers);
case no. 81-346 (Kopitzke); and case no. 81-347 (Fischer).' It'~as the consensus
of Council to approve the lot splits.
REPORT AND RECOMMENDATION OF 'PARKING AND TRAFFIC COMMISSION MEETING OF
FEBRUARY 23. 1981
Public Works Director Karp reported that the Commission is recommending
a no parking strip on both sides of Halcyon from Farroll to Fair Oaks. He
displayed a map indicating the area and the proposed no parking strips. 'Council
Member Smith objected to the one lane parking at Olive and merging ,from Farroll.
Commissioners Rice and McGillis spoke regarding the Commissionls discussion
of this item. l'Administrator Butch stated that a resolution will be presented
to Council at'the next meeting. "
MAYOR'S NOMINATION FOR REPLACEMENT OF SOUTH COUNTY HUMAN RELATIONS COMMISSION
MEMBER JUDY TAPPAN'
Mayor Pope stated that he has contacted Janet Caspar, Route 2,
Box 642K, Arroyo Grande, and she wishes to serve. She lives outside the City
limits but he feels this is not a problem. He submitted her name for
nomination and ,reported she will submit her stat~ent at the next meeting
for vote.

FURTHER DISCUSSION RE: REOUEST FROM ECONOMIC OPPORTUNITY COMMISSION THAT THE
MAYOR APPOINT ANOTHER COUNCIL MEMBER TO REPLACE COUNCIL MEMBER B'ANN SMITH
Mayor Pope stated that at this time no Council Member has volunteered
to accept this position. Council Member Millis commented that it was his
understanding that this position was to be rotated between the three cities
annually. It was the consensus of the Council that Administrator Butch will
check into this possibility.

EL CAMINO REAL ANNEXATION
a) Resolution Canvassing Returns of Election. Administrator Butch
reported that the residents of the area voted to be annexed to the City and
he read the title of the resolution canvassing the returns. He read the title
of the resolution. On motion of Council Member Vandeveer, seconded by Council
Member Hogan, it was unanimously voted to dispense with further reading of the
resolution.

the Secretary of State and the Local Agency Formation Commission. The City
has been providing police and fire protection since.March 3, 1981. The Public
Works Departme~t is in the process of locating street lights and the
Finance Depar~ent will advise. the residepts of sales tax prpceedures and
business licen~es.

CITY CLERK'S REPORT ON REFERENDUMS
a) Wells Prezoning. Administrator Butch stated that the petition
has been checked and contains the correct number of 620 registered voters.
Council may now adopt a resolution calling for an election; 2) repeal
the ordinance;:' or 3) continue the matter. Council Member. Smith moved to
repeal the ord!nance COrd. 239 C.S.) and was seconded by 90uncil.Member Millis.

Council Member'Millis stated that the ordinance should.be repealed as an
election is 'a ~aste of t~xpayers' money. Council Member Vandeveer stated
that with the bad drainage problem.~n the area, the annexation.would be.
the solution. i'He also stated he is usually opposed to annexations, however,.
he talked with,:the residents in the area and the majority were in favor of. .
the annexation; Council Member Hogan agreed that annexation would be a
solution to th~ drainage problem. On motion of Council Member.Vandeveer, seconded
by Council Member Hogan, it was unanimously voted to table the Wells
prezoning anne~ation until discussion of the other petition.

b) Grande Highlands Rezoning. Administrator Butch reported that this
petition has b~en verified and contains the cOrrect number..of 620 registered
voters. ,Council Member Mil~is,moved to repeal the ordinanc~ (Ord. 243 C.S.)

Council Member Vandeveer stated that the area is not prime agricultural land
and is within. the General Plan and the proposed density is proper. -The
drainage problems have also been solved. He is not in favor of repealing
the ordinance. Council Member Hogan stated that the only objection he has
heard is the access on Orchard Street. Council Member Millis stated that
it is a waste of taxpayers' money to hold an election. If some more serious
flaws in the development plans were removed, his vote may have been different.
Council Member Smith agreed. On motion of Council Member Vandeveer, seconded
by Council Member Hogan, it was unanimously voted to table or continue this
petition and the petition for the Wells prezoning to August 11, 1981
FURTHER DISCUSSION ON PROPOSED STEM ANNEXATION
Administrator Butch stated that at the Council's study session on
February 23, 1981 it was suggested that this annexation be referred to .the
Planning Commission and he recommended that it no~ be referred to them for
their review. On motion of Council Member Hogan, seconded by Council Member
Vandeveer, it was unanimously voted to refer consideration of the stem
Annexation to the Planning Commission.

PROPOSED DEVELOPMENT OF RESOURCES FOR COUNCIL REVIEW
Administrator Butch requested that this matter be continued to the
next. meeting to allow Staff additional time to compile this report.
Council concurred.
REVIEW AND APPROVAL OF UPDATE OF CONSTRUCTION STANDARDS
Public Works Director Karp presented the City's Construction Standards
and stated they are available for public review. On motion of Council
Member Hogan, seconded by Council Member Vandeveer, it was unanimously voted
to accept the updated construction standards..
LETTER OF REQUEST FROM FILER REALTORS, RE: CONSIDER CHANGE IN CITY WATER
ORDINANCE. TITLE 6, CHAPTER':7. (6-7.01) TO INCLUDE CONDOMINIUMS OR PLANNED
UNITS IN .THE WORDING OF THE ORDINANCE .
Administrator Butch read the letter. from Roger Fuller and Marsha Fuller
of Filer Realtors requesting the change. He stated that at present city
ordinancesrequires that condominiums have a.6" water line ~o each condominium
and each have their own meter and this is the change being requested. It
was the consensus of the Council to continue this item for further study.
DISCUSSION ON PROPOSED ABANDONMENT OF A PORTION OF ROBLES ROAD. BETWEEN
CHILTON STREET AND SIERRA DRIVE
Public Works Director Karp stated that it.is recommended by the.
Planning Commission that the City abandon, with reservations for public
utili~ies, water, sewer, drainage improvements, a portion of Robles Road~
adjacent to property owned by Mr. Maloney to be subdivided by Parcel Map
AG 80-170. After discussion, it was the consensus of Council. to refer this
item to the Parking and Traffic Commission.
REQUEST FOR APPROVAL OF LOT SPLIT CASE NO. 80-343, RYZNER, SOUTHERLY SIDE
OF CHILTON STREET
Public Works Director Karp stated that the lot.split is located on
the southerly side of Chilton Street and divides the parcel annexed to the
City as the Sternberg" Annexation. He recommended appr~val with the following
conditions:

1) Authorize the Mayor and City Clerk to enter into the appropriate improvement
agreement with the developer for construction of the fire hydrant.
2) Find that the construction of the hydrant is a necessary prerequisite of
the orderly development of the area.
3) This improvement is approved for that reach of Chilton between Robles Road
and that portion of Chilton Street frontage previously within the City and zoned
H-S.

REOUEST APPROVAL OF LOT SPLIT CASE NO. SO-330.GERRISH. ET AL. GRAND AVENUE
AT COURTLAND STREET
Public Works Director Karp stated, that the lot split is a
readjustment 6f the lot lines established by a map approved last year.
The properties' adjusted lie on the north frontage of Grand Avenue at Courtland
Street. He recommended approval with the finding that the map is consistent
with the General Plan and city zoning. On motion of Council Member Vandeveer,
seconded by,cJuncil Member Hogan, it was unanimously voted to approve the
parcel, map AG 'Sl-007 with 'the finding' that it is consisteht with the General
Plan' and city ~oning.

ORAL COMMUNICATIONS
Ella Honeycutt questi9ned. any proposed changes to the condominium
ordinance. Mayor Pope stated that there are no proposed, changes., Bill.Tappan,
1525 Chilton, commented regarding the Ryzne~ lot split. Council Member.
Vandeveer requested permission to leave the state from March 11 to March 22,
19S1. On motion of Council Member Hogan, seconded.by Council Member Smith,
it was unanimo~sly voted to grant,permission. Council Member Vandeveer
stated he wished for Council to request the Planning ,Department to update
the General Pl~n, particularly the Housing Element, and return with a report.
It was the consensus of Council to so request. Council Member Millis
requested a report at the next meeting regarding Mr.. Joe Rose' s request
for water serv~ce for cattle.
