JOINT PUBLIC HEARING/WORKSHOP
OF THE CITY COUNCIL AND THE PLANNING COMMISSION
3:30 P.M., TUESDAY, SEPTEMBER 22, 1992

The City Council and two members of the P~anning Commission
met at 3:30 P.M., with Mayor Mark M. Millis presiding.

I present. There was not a quorum of the Planning Commission. Staff
L Members present were City Manager Chris Christiansen, Planning
Director Doreen Liberto-Blanck and city Clerk Nancy Davis.

4. JOINT PUBLIC HEARING/WORKSHOP OF THE CITY COUNCIL AND PLANNING
COMMISSION TO CONSIDER A PRQPOSAL TO ADOPT THE STATE MANDATED
SOURCE REDUCTION AND RECYCLING ELEJO:NTS (SAARs I
The planning Director said the purpose the meeting was to have
the consultant review the Source Reduction and Recycling Element
(SRaE) with the city Council and the Planning Commission.
The Planning Director introduced Steve Devencenzi of the
Council of Governments: Ruth Abbe of Brown, Vence & Associates,
consultants on the Source Reduction Recycling Element, and Ron
DeCarli, executive director of the Council of Governments.
Council Member Dougall~- Arroyo Grande's representative on the
Solid Waste Task Force, referred to his May 12 and September 22,
1992, memoranda and said that in 1989 the California Integrated
Waste Management Act (commonly known as AB 939) was passed by the
State Legislature. He said the Act and subsequent legislative
modifications redefined the jurisdiction's role in solid waste
management. He said the result is that each city and county in
California is required to reduce the flow of material to landfills
25 percent by 1995 and 50 percent by 2000. He said preparation and
adoption of the BRaE is the first step in achieving this goal. He
said Brown, Vence & Associates has been hired by the jurisdictions
to prepare the SRRE that will lead to the development of the
County-wide Integrated Waste Management Plan.
Planning Commissioner Robert Carr arrived at the meeting at
3:40 P.M.
Mr. Devencenzi discussed the "big picture" issues of the SRRE,
and Ms. Abbe reviewed the components of the plan, referring to
charts projected on the screen. .. council Members and Planning
Commissioners asked questions and made comments.

Mayor Millis said he was concerned about rushing through the
material prepared by the consultants, and said more workshops are
needed. council Members agreed and directed the City Manager to
come back to the Counoil with some dates for future workshops. The
public hearing set for October 13, 1992, was continued to a date to
be set in the future.

It was moved by Smith/Moots to adjourn the City Council
meeting at 5:02 P.M., and the motion was unanimously approved.
