REGULAR MEETING OF THE CITY COUNCIL
TUESDAY, APRIL 14, 1992
CITY COUNCIL CHAMBERS, 215 EAST BRANCH STREET
ARROYO GRANDE, CALIFORNIA
The City Council of the City of Arroyo Grande met at 7:30
P.M., with Mayor Mark M. Millis presiding.
t. & 2. FLAG SALUTE AND INVOCATION
Mayor Millis led the Pledge of Allegiance to our Flag, and the
Rev. James wickstrom of Berean Bible Church delivered the
invocation.
3. ROLL CALL
Present were Mayor Millis and Council Members A. K. "Pete"
'---' Dougall, M. P. "Pete" Gallagher, Gene Moots and B'Ann smith. Staff
Members present were City Manager Chris Christiansen, City Attorney
Judy Skousen, City Clerk Nancy Davis, Public Works Director Van
Laurn and Chief of Police Rick TerBorch.
4. ORAL COMMUNICATIONS
None.
5. CONSENT AGENDA
It was moved by Dougall/Smith, and the motion passed to
approve Consent Agenda Items 5.B. through 5.L., with the
recommended courses of action.
5.B. March 24, 1992, city Council Minutes. Approved.
5.C. April 1, 1992, Senior Advisory Commission Minutes. Approved.
5.D. Letter of Resignation f:!:,om Amanda Lambert, Architectural
Advisory Committee Member. Accepted with regrets.
5.E. March, 1992, Investment Report. Information.
5.F. First Quarter, Sales Tax Revenue. Information.
5.G. Purchase of Police Vehicles (2); Police Department: Budgeted
Items. Approved.
5.H. Fourth Annual Arroyo Valley Car Club Show, Saturday, July 25,
1992. Approved.
5.!. March 16, 1992, Parking and Traffic Commission Minutes.
Information.
5.J. Amendment to the Traffic Signal Maintenance Agreement with Lee
Wilson Electric Company and' Revisions to the Exhibits. Mayor
authorized to sign.
5.K. Authorization to Solicit Bids for the Installation of Water
and Sewer Mains in Mason, Poole, and Whiteley Street: Project No.
~, 60-70-92-1. Authorized.
5.L. Emergency Access Easement, Carpenters Local Union on Poole
Street. Accepted and Authorized.
5.A. Mayor Millis read a proclamation on "National Nurses Week,"
May 4 - 10, 1992. It was accepted by Jane Frein, Arroyo Grande
Hospital Director of Nursing Services.
5.M. It was moved by Dougall/Smith, and the motion passed
unanimously to approve adding to the agenda an item which came up
after the printing of the agenda. Mayor Millis read a proclamation
on "Soil and Stewardship Week." The proclamation was accepted by
Roger Freburg, Resource Conservation District Director.

6. REGISTER OF CHECKS
It was moved by Dougall/Moots, and the motion passed to
approve Cash Disbursements in the amount of $625,290.84, as listed
in the April 8, 1992, Staff Report of Finance Director David Bacon.
7.A. PUBLIC HEARING - INTENTION TO VACATE AND ABANDON A PORTION OF
A 25-FOOT ALLEY ADJACENT TO 600 TIERRA STREET, WHICH IS UNNECE$SARY
FOR PRESENT OR PROSPECTIVE PUBLIC USE: APPLICANT - CITY OF ARROYO
. GRANDE
Mr. Christiansen referred to the March 19, 1992 Staff Report
of the Public Works Director, who recommended that the Council I~
adopt the Notice of Intention to abandon unimproved right-of-way
I
adjacent to 600 Tierra Way.
After being assured that the Public Hearing had been duly I I
published and all legal requirements met, Mayor Millis declared the
hearing open and said all persons would be heard regarding the
matter. When no one came forward to speak, the hearing was closed
to the floor.
It was moved by Dougall/Smith (5-0-0, Dougall, Smith, Moots,
Gallagher and Millis voting aye) to approve Resolution No. 2926
Ordering the Abandonment of a Portion of a Twenty-Five (25) Foot
Alley, Adjacent to 600 Tierra Street, In the City of Arroyo Grande,
(Streets and Highways Code Section 8323, Et Seq)
8. WRITTEN COMMUNICATIONS
None.
9. ORAL COMMUNICATIONS
Lynn Titus and Bernard Burke, new members of the City's Senior
Advisory Commission, were introduced.
10. CLOSED SESSION
On the unanimously approved motion of Dougall/Gallagher, the
Council adjourned at 7:41 P.M. to a Closed Session on Labor
Relations pursuant to Government Code Section 54957.6(a).
11. ADJOURNMENT
The Council reconvened at 7:55 P.M. and immediately adjourned
on the unanimously approved motion 0 Moots/Sm'th.
